To the Honorable, the City Council:I am writing to recommend the appointment Dennis Jen to the Open Data Review Board for a term of two years, effective Nov 20, 2023, to fill the resident seat vacated by Christopher Cullen.
The City’s Open Data Program makes government data easily available in useful formats, and is intended to increase transparency, foster engagement among residents, and create new opportunities for collaboration between the City of Cambridge and the public.
The Open Data Review Board, comprised of at least three residents and four or more city employees, will meet quarterly to help ensure that the program balances its goals of transparency and accessibility with the city’s obligation to protect private, confidential, and sensitive information.
The City Manager’s office posted a request for applications for a newly vacated seat on the Open Data Review Board on the City website and via a news release on Sept 11, 2023, with a closing date of Oct 16, 2023. During that time, members of the Board conducted outreach with their networks. The call for applicants was also posted in several of the City’s daily email updates and in postings on the City’s website. There were 21 applicants, six of whom were interviewed. The interview panel, made up of city staff members, has recommended the appointment of one of those applicants.
The next anticipated vacancy for this commission will come in 2024.
I am pleased to recommend Dennis Jen, whose expertise and experience will enable him to be a valuable member of the Open Data Review Board.
Dennis Jen is Lead Software Engineer at the MIT Center for Constructive Communication, where he develops digital tools for more equitable social and political discourse. He has a strong background in user feedback analysis, artificial intelligence, and data visualization. Dennis is passionate about open data and is excited at the opportunity to bring his talents to bear in contributing to the Open Data Review Board.
In addition to his technical skills, Dennis has valuable experience serving on the planting commission. He has valuable experience working effectively in the capacity of a public volunteer in Cambridge.
We believe that Dennis Jen would be an excellent addition to the Open Data Review Board and would bring a unique perspective, valuable skillset, and wealth of experience to the board. His combination of cutting-edge technical skills, history of public spiritedness, and big-picture vision make him an ideal addition.

To the Honorable, the City Council:Currently, the position of Fire Chief in Cambridge is covered by Civil Service. Pursuant to special act, the Fire Chief position is subject to all provisions of Chapter 31 of the laws of the Commonwealth. The Fire Chief position is the only department head position in the City where the rules governing hiring, promotion and retention are controlled by the Commonwealth, as administered by the state Human Resources Division and the Civil Service Commission. All other department head positions in the City, including in the Police Department, are exempt from civil service.
When a position like Fire Chief is subject to civil service laws and rules, the City Manager’s discretion as appointing authority is severely limited in terms of whom they may consider for appointment. This special legislation will provide an appropriate amount of flexibility and control over the hiring process to ensure that the most qualified candidates can apply and be considered in the same manner as other department head candidates without the strictures of civil service law and rules. Through its passage, the Fire Chief would have the same status as other department heads in the City.
The legislation being proposed here would in no way adversely affect the civil service status of any other member of the Fire Department, applying only to the Fire Chief’s selection and employment status.
In order to provide the City with the freedom to select the best available candidates for openings in the position of Fire Chief, I recommend that the City Council approve and submit to the General Court the attached Home Rule petition.
After the General Court and the Governor enact the Home Rule Petition, I will return to the Council to request that the Council amend Chapter 2.48, Fire Department, of the Municipal Code to reflect that Civil Service no longer covers the position of Fire Chief.

Be it enacted by the Senate and the House of Representatives in General Court assembled, and by the authority of the same as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the position of Fire Chief of the City of Cambridge shall be exempt from Chapter 31 of the General Laws.
SECTION 2. Section 1 of this act shall not impair the civil service status of any incumbent holding the office of Fire Chief of the City of Cambridge on the effective date of this act.
SECTION 3. This act supersedes and replaces Chapter 262 of the Acts of 1937.
SECTION 4. This act shall take effect upon its passage.

COUNCILLOR SIMMONSWHEREAS: The City Council was saddened to learn of the death Teresa Solano Neighbor, a dedicated public servant and community member who passed away on September 22, 2023, following complications of a stroke and a lengthy battle against Parkinson’s Disease; and
WHEREAS: Teresa was born in Cambridge on September 9, 1940, and lived in Cambridge with her family: her father, Louis F. Solano, who was born in Naples, Italy, and her mother, Clelia Capelli, whose family hailed from Bologna, and four sisters whom she cherished – Louisa, Karina, Marie-Dolores, and Cecilia; she lived her entire life in Cambridge, a city she loved, except the last two years when she moved to get care; and
WHEREAS: Teresa graduated from the Cambridge High and Latin School, and stayed in the area for college at Wellesley College; her lifelong passion for classical music and singing, led her to take lessons at the Longy School of Music and many musical endeavors; and
WHEREAS: She also had a lifelong passion for the democratic process, and spent the majority of her professional career as the Executive Director of the Cambridge Election Department, where, from 1984 to 2006, she oversaw local elections and the census, serving the city and ensuring elections were conducted fairly; during her tenure she oversaw the transition from a hand count to the computer process used currently and a contentious referendum in 2003; and
WHEREAS: In her early fifties, Teresa learned that she had Parkinson’s Disease, and for over 26 years she persevered through many treatments and symptoms, showing extraordinary strength and courage; and
WHEREAS: Teresa is survived by her daughter Elizabeth; son-in-law Brian; granddaughters Lila and Aislin; sisters Karina, Marie-Dolores, and Cecilia; half-sister Francesca and half-brother Louis; and their families; she was preceded in death by daughter Jessica, sister Louisa, and former husband Ed; and
WHEREAS: Teresa Neighbor will be remembered as a devoted and loving mother, sister, grandmother, mother-in-law, and aunt; for her loyal service to the City of Cambridge; for her courageous and lengthy battle against Parkinson’s Disease; and for her quick sense of humor; now therefore be it
RESOLVED: That the City Council formally go on record in expressing its deepest condolences to the family of Teresa Neighbor, for their tremendous loss; and be it further

A public meeting of the Cambridge City Council’s Ordinance Committee was held on Thurs, Nov 9, 2023, to consider changes to the Cambridge Municipal Code that would establish the American Freedmen Commission. WHEREAS: In recent years, the City Council has worked to enact local legislation which would allow for automated traffic enforcement, most recently in a June 2023 policy order, and over time has reaffirmed its desire to implement automated traffic enforcement as a public safety goal; and
WHEREAS: The automatic enforcement of moving violations, which includes speeding, disobeying traffic signals, and other forms of reckless driving, requires state legislation while parking violation enforcement is under the purview of municipal governments; and
WHEREAS: Parking violations are not victimless crimes and can affect disability parking access, transit service, loading zones, bicycle safety, and emergency vehicle access; and
WHEREAS: Somerville has recently implemented a pilot program to institute “MPS SafetyStick“ technology that is able to conduct automated parking enforcement and reduce parking violations throughout the city all while preserving privacy and since the Somerville pilot, Massachusetts cities like Lynn and Everett have started using SafetySticks; and
WHEREAS: During Somerville’s pilot program, the SafetySticks installed in Davis Square identified an average of 7 parking infractions a day over a 67-day period, showcasing the frequency of infractions in that area; and
WHEREAS: This technology could prove useful for enforcement in our commercial squares where parking violations are typically more prevalent and disruptive to other users of the space and where parking enforcement officers may not be able to keep up with the number of infractions; now therefore be it
ORDERED: That the City Manager be and hereby is requested to direct relevant departments to review the results of Somerville’s pilot program and make a recommendation on whether the City should develop a similar pilot program in Cambridge; and be it further
ORDERED: That the City Manager be and hereby is requested to report back to the Council by March 2024.

WHEREAS: There has been a growing national movement of activists, artists, human rights organizations, city councils, and members of Congress, including Congresswoman Ayanna Pressley, calling for a ceasefire and the deployment of humanitarian aid to Gaza; and
WHEREAS: All human life is precious, and the targeting of civilians is a violation of international humanitarian law; and
WHEREAS: Since October 7th, 2023, the Hamas attack has claimed the lives of more than 1,200 Israelis, as well as the taking of over hundreds of hostages, and the response from the Israeli government has taken the lives of more than 11,000 Palestinians in the Gaza Strip and Occupied West Bank, more than half of whom are women and children, and wounded thousands more; and
WHEREAS: Over 2 million Palestinian people live under siege in the Gaza Strip, have been instructed to leave immediately without having anywhere to go, and are facing heavy bombardment by the Israeli armed forces in one of the most densely populated areas on the planet; and
WHEREAS: The Israeli government’s collective punishment of the Palestinian people, aided by billions in US taxpayer dollars, has also entailed shutting off all access to basic necessities in the Gaza Strip including electricity, drinking water, food, means of communication and humanitarian aid, thereby creating a humanitarian crisis and an inoperable healthcare system; and
WHEREAS: The taking of hostages and principle of collective punishment is contrary to international law, and the impact of this conflict on civilian populations emphasizes the need for immediate diplomatic and humanitarian intervention; and
WHEREAS: Millions of lives are at risk without an immediate ceasefire; now therefore be it
ORDERED: That the Cambridge City Council calls upon President Biden to use his extensive political and financial leverage to demand an immediate ceasefire and the immediate deployment of humanitarian aid to Gaza and the immediate release of all hostages and prisoners of war; and be it further
ORDERED: That the Cambridge City Council calls on everyone to respect the rights of freedom of speech and peaceful protest, and to not retaliate against anyone for expressing solidarity with the human rights of Palestinians or Israelis; and be it further
