In response to AR #23-61, please see the below communication from Assistant City Manager of Human Services, Ellen Semonoff.

The Fresh Pond Golf Course is a public course that operates without a membership requirement or membership fee. The course offers season passes, in addition to allowing golfers to pay a daily rate to play. While we do not collect specific demographic or residency information for daily visits, we do collect residency information for season pass holders and specific golf programs have residency requirements.

In FY23 just over 70% of our season passes were issued to players with Cambridge zip codes. Belmont accounted for 7%, Boston 4%, Arlington 2.5%, and 1% or less from a variety of surrounding towns. Additionally, the CRLS Golf team and the Jr. Golf Program both call Fresh Pond Golf Course their home. In total 76 young athletes participated in the high school athletic season or the youth golf program, which teaches players ages 8-12 throughout the summer. Cambridge residency is required to participate in each of these programs. While data for this year is still being collected, we do expect similar usage in FY24.

The course also serves as an important access point for those enjoying the Fresh Pond Reservation pathways and is open for non-golf activities during the off-season. Each off-season, walkers, bird watchers, sledders, skaters, and cross- country skiers enjoy the course and connections to the Reservation. Beyond this human activity, the course is a habitat for many plant species, a tree nursery, deer, egrets, turtles, and other animals.

The Department of Human Service Programs continues to refine how best to gather information about who is accessing its many programs. As part of this effort, Recreation is revitalizing its intake process in the 2024 season to include a greater emphasis on who is being served at Fresh Pond, in terms of both season pass holders and daily users.

We will be welcoming a new Director of Golf in December who we selected for the role because her deep experience and professionalism are equally matched by her vision for the course as a recreational and natural resource for the community. Jo-Anna Krupa, the new Director, is committed to creating a welcoming environment for all users and expanding programs for youth, women, veterans, and other groups that she has successfully worked with in previous roles. One of her immediate goals will be to revamp our application and forms for the 2024 season.

WHEREAS: On Oct 17, 2023, the Government Operations, Rules and Claims Committee and the Health and Environment Committee held a joint meeting to discuss the relationship between the city and the Cambridge Health Alliance including a review of the operations and budget of the Public Health Department, the Cambridge Health Alliance annual contract with the City of Cambridge, legal options for structuring the public health board, and other ways to best serve the community’s public health needs; and
WHEREAS: Ideas suggested during the meeting to analyze the relationship included: ensuring yearly reporting requirements are complete and up to date, ensuring both parties are in compliance with current contract requirements, ensuring the City is in compliance with current ordinances, and hiring a consultant to review the relationship; and
WHEREAS: During the meeting a number of questions were raised regarding the reporting structure of the Cambridge Health Alliance, the makeup of certain advisory boards, and the process by which the City could make changes to the relationship between the Cambridge Health Alliance and the City; now therefore be it

WHEREAS: The Cambridge City Council has learned that George R. Greenidge Sr. received the Lifetime Achievement Award from The Rindge Tech Alumni Association on Oct 20, 2023; and

WHEREAS: George R. Greenidge Sr. is a loyal alumnus with a long-standing history with the Rindge Technical School and the Cambridge Rindge and Latin School; and

WHEREAS: After an illustrious football career at Rindge, George went on to Northeastern University where he was a member of the undefeated 1963 Huskie football team, graduating in 1965; and

WHEREAS: Following graduation from Northeastern, George began teaching Physical Education in the Cambridge Elementary schools and Rindge Tech, was appointed head football coach at Rindge Tech in 1970, inaugurated the Rindge wrestling program in 1976, and was named head football coach at CRLS in 1977; and

WHEREAS: The list doesn’t stop there as George was faculty advisor to the CRLS Alpine Ski Club for 15 years, faculty advisor to the Asian Club, spent 25 years with the Cambridge Redevelopment Summer Youth Program, and was Director of the Just-a-Start summer program; was inducted into the CRLS Hall of Fame in 2012 as well as Northeastern’s Athletic Hall of Fame; now therefore be it

RESOLVED: That this City Council go on record congratulating Mr. George R. Greenidge Sr. on receiving the Lifetime Achievement Award from the Rindge Tech Alumni Association and thanking him for his service to young people and students, throughout Cambridge; and be it further

COUNCILLOR CARLONE
WHEREAS: In 2020, the City Council amended the 2019 Cycling Safety Ordinance to set requirements for a planned 25 miles of separated bike lanes to be completed within five to seven years; and
WHEREAS: Most of the separated lanes installed to date are delineated from parked and moving cars solely by painted asphalt and white flex-posts, in line with the city’s quick build, expedited implementation process; and
WHEREAS: Many of these flex-posts have been hit/broken by moving vehicles, indicating a need for a safer method of separation; and
WHEREAS: While, according to the Third Annual Cycling Safety Ordinance Progress Report covering the period from May 1st, 2022-Apr 30th, 2023, roughly 40% of the separated bike lane network has been completed to date, no long-term plan for a safer and greener final stage of the proposed built out system has been presented to the public; and
WHEREAS: In 2015, the Massachusetts Department of Transportation published an award-winning publication, Separated Bike Lane: Planning & Design Guide in 2015 (cover attached), that shows how a planted separation buffer enhances safety and aesthetics by replacing lengths of asphalt with green zones for low plantings and with trees at wider sections; and
WHEREAS: Two examples of new, separated lanes utilizing a raised curb and planted buffer have already been built in Cambridge, one around Inman Square’s Vellucci Plaza (corner of Hampshire and Cambridge Streets), and another in Kendall Square, at the corner of Galileo Galilei Way and Broadway; and
WHEREAS: After years of testing the existing system, a planned final bike lane network could incorporate recommended changes to the existing system as needed to enhance its safety and coordination with its surrounding street and building infrastructure; now therefore be it
ORDERED: That the City Manager be and hereby is requested to more fully explore the Commonwealth’s recommendations from the Separated Bike Lane document discussed above, especially for all squares and along small business districts, schools, and key park entries, and with a focus also on the integration of pedestrian and biking infrastructure; and be it further

WHEREAS: Stomach Cancer Awareness Day is on Thurs, Nov 30, 2023; and
WHEREAS: Stomach cancer is the 4th leading cause of cancer-related deaths in the world, and in the U.S. alone, an estimated 27,000 people will be diagnosed with stomach cancer and approximately 11,000 people will die of this disease, yet there is very little awareness or research funding for this horrible disease that is often diagnosed at later stages; and
WHEREAS: The mission of Stomach Cancer Awareness Day is to raise awareness and provide peer-to-peer support so that no-one has to go through this difficult journey alone; and
WHEREAS: For the past six years, landmarks across the U.S. and internationally have been illuminated in periwinkle blue, which is the official color of stomach cancer awareness; now therefore be it

WHEREAS: Transgender Day of Remembrance occurs every November to grieve our transgender, non-binary, and gender non-conforming community members whom we have lost; and
WHEREAS: We acknowledge that Transgender Day of Remembrance was started in 1999 by transgender advocate, Gwendolyn Ann Smith, as a vigil to honor the memory of Rita Hester, a transgender woman from Boston who worked on education around transgender issues and who was killed in 1998; the vigil commemorated not only Rita, but all the transgender people lost to violence since Rita’s death, and began an important tradition; and
WHEREAS: We acknowledge the alarming rates of violence and harassment experienced by transgender community members, at work, at homeless shelters, in interactions with police and with family members, when accessing public accommodations, and in jails and prisons; we also acknowledge that murders of transgender people often go unreported, and the identity of transgender murder victims is often misreported and underreported; and

WHEREAS: Over the years, the residents of Inman Square Apartments have routinely reported significant building issues, including but not limited to malfunctioning heating systems, plumbing problems, bedbug infestations, and elevator outages; and
WHEREAS: In recent months, there have been extended periods in which elevators remained nonoperational and heating systems malfunctioned, leaving many units affected and causing undue hardship to the building’s residents, many of whom are frail and elderly; and
WHEREAS: HRI, the owner of Inman Square Apartments, has acknowledged the pressing need for an extensive overhaul of the building’s infmstructure, and has shared that this building is next in line in their portfolio for such an overhaul, but this process will be a years-long effort; and
WHEREAS: Despite acknowledging the urgency of the situation, many tenants have suggested that HRI’s communications with tenants regarding ongoing problems and HRI’s mitigation efforts remain inadequate, and that their strategies for offering short-term relief to their tenants are frequently not commensurate with the severity of the issues; now therefore be it
ORDERED: That the City Council formally go on record in expressing its profound disappointment with HRI’s handling of the issues at Inman Square Apartments; and be it further
ORDERED: That the City Council formally go on record in urging HRI to swiftly and transparently release a comprehensive plan detailing what efforts will be made to offer short-term remedies to its tenants, and what long-term plans are being made to resolve the persistent problems afflicting Inman Square Apartments; and be it further
ORDERED: That the City Manager be and hereby is requested to reach out to the Executive Director of HRI to determine what additional assistance the City may be able to offer the residents of Inman Square Apartments who are being most acutely impacted by the building’s ongoing issues, and to report back to the City Council on this matter in a timely manner.
