16. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Timothy J. Toomey, Jr., Co-Chair of the Ordinance Committee, for a meeting held on Nov 18, 2004 for the purpose of considering proposed amendments to Chapter 2.74 of the Cambridge Municipal Code, the Police Review and Advisory Board Ordinance. The question comes on passing to be ordained on or after Feb 14, 2005. [Four sections of the proposed amendment were passed to be ordained as amended. Ordinance #1284. The remaining proposed amendments to chapter 2.74 remain on Unfinished Business.]  Carries over to 2008

18. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Brian Murphy, Chair of the Ordinance Committee, for a hearing held on Sept 19, 2007 for the purpose of considering a proposed amendment to the Zoning Map for the area bordered by the centerlines of Broadway and Harvard, Hancock and Lee Streets from the existing Residence C-1 district designation to Residence B, a/k/a Re-filed Cott Petition. On motion of Councillor Murphy the petition was amended to provide for rezoning the area of the petition from C-1 to C on a voice vote of nine on Nov 5, 2007. 19. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Brian Murphy, Chair of the Ordinance Committee, for a hearing held on Nov 28, 2007 for the purpose of considering a proposed amendment to Chapter 2.112 of the Cambridge Municipal Code to ensure that the persons and businesses supplying goods and/or services to the City of Cambridge utilize fair policies relating to the screening and identification of persons with criminal backgrounds through the CORI system. That the City Manager is requested to assist the North Cambridge Family Opera in making Mr. Haines available to Cambridge children in the schools, community schools, libraries and other venues, and to the entire Cambridge community through participation in the Cambridge Science Festival, by allocating $10,000 to the North Cambridge Family Opera to help defray Mr. Haines' expenses.   Councillor Galluccio, Councillor Kelley and Councillor Murphy

3. That the City Manager is requested to notify all property owners of construction sites that the City is strictly enforcing the ordinance that requires property owners to remove snow from all sidewalks next to their property or business within twelve hours after snow stops falling in the daytime, and before 1:00pm when the snow has fallen during the night.   Councillor Davis

4. That the City Manager is requested to provide an update to the City Council on the feasibility of crossing guards writing citations to property owners who do not properly remove the ice from their sidewalks.   Councillor Simmons, Councillor Davis and Vice Mayor Toomey


5. That the City Manager be and hereby is requested to increase traffic enforcement and control during storms so that cars do not block intersections and report on enforcement statistics for this problem with regard to the storms of Dec 13, 2007 and Dec 16, 2007.   Councillor Davis

WHEREAS: The North Cambridge Family Opera is a valuable neighborhood resource that has provided educational and musical opportunities for families from throughout Cambridge and beyond; and
WHEREAS: The North Cambridge Family Opera has produced one entirely sung musical a year for the past nine years involving more than 300 families ranging in age from 5 to 80; and
WHEREAS: The North Cambridge Family Opera's years of successful productions have both raised the level of entertainment in Cambridge and resulted in stronger community ties among Cambridge residents; and
WHEREAS: The North Cambridge Family Opera, in 2007, initiated a program of performances and singing and songwriting workshops combining music and science for Cambridge public and private school students, Cambridge library attendees, and visitors to the first Cambridge Science Festival; and
WHEREAS: This science and music participation was thoroughly welcomed by Cambridge schools, students and residents; and
WHEREAS: David Haines, the teacher and composer around whom the science and music participation hinges, is a professional music instructor in England who is again making himself available to the North Cambridge Family Opera, the Cambridge Public Schools, community schools, the Cambridge Public Library and the Cambridge Science Festival for six weeks in the spring of 2008; and
WHEREAS: Mr. Haines, who lives and works in England, requires a stipend and reimbursement of expenses to be able to bring his skills to Cambridge; now therefore be it
