CITY MANAGER’S AGENDA
1. Transmitting communication from Robert W. Healy, City Manager, requesting that the City Council move to Executive Session for the purpose of discussing pending litigation.

2. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a $36,350 donation from the Friends of the Cambridge Council on Aging to the Grant Fund Human Service Programs Extraordinary Expenditures account which will be used to replace the existing 1998 shuttle bus used by the Council on Aging for its activities.

3. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of $24,500 in Free Cash to the General Fund Human Service Extraordinary Expenditures account which will be coupled with a $36,350 donation from the Friends of the Council on Aging to fund the purchase of a new shuttle bus which will be used to support the activities of the Council on Aging.

4. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a grant from the Boston Adult Literacy Fund in the amount of $9,000.00 to the Grant Fund Human Service Programs Salary and Wages account ($6,366.00) and to the Grant Fund Human Service Programs Other Ordinary Maintenance account ($2,634.00) and will be used to hire and train student leaders to direct workshops on family literacy at the Community Learning Center.

5. Transmitting communication from Robert W. Healy, City Manager, relative to the appointment of the following person as a Constable With Power for a term of three years beginning the first day of January, 2007: David H. Sullivan

UNFINISHED BUSINESS
4. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Timothy J. Toomey, Jr., Co-Chair of the Ordinance Committee, for a meeting held on November 18, 2004 for the purpose of considering proposed amendments to Chapter 2.74 of the Cambridge Municipal Code, the Police Review and Advisory Board Ordinance. The question comes on passing to be ordained on or after February 14, 2005. [Four sections of the proposed amendment were passed to be ordained as amended. Ordinance #1284. The remaining proposed amendments to chapter 2.74 remain on unfinished business.]

5. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation and authorization to borrow an additional $13,075,000 to the Public Investment Fund Library Extraordinary Expenditures account to finance the Main Branch Library renovation project. The question comes on adoption on or after December 18, 2006.

6. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation and authorization to borrow an additional $9,890,000 to the Public Investment Public Works Extraordinary Expenditures account to finance the West Cambridge Youth and Community Center project. The question comes on adoption on or after December 18, 2006.

ORDERS
1. That the City Manager is requested to contact the Department of Conservation and Recreation (DCR) to arrange both a timely briefing of city officials as well as a community meeting for residents about design and construction issues related to the work scheduled to begin on the BU Bridge in FY08.   Councillor Davis

2. That the City Manager is requested to investigate and report back to the City Council on regulations related to the generator proposed for the State Street Bank on Revere Street adjacent to housing in a residential neighborhood and that the report include information on whether the existing zoning would allow generators and server farms in this area, what zoning would allow such a use; and whether any other regulation of servers/generators currently exist or should be considered.   Councillor Davis and Councillor Sullivan

3. That the City Council request that any affordable housing developments funded in full or in part by the City of Cambridge or the City's Affordable Housing Trust Fund offer Open Houses during weekend and/or evening hours in addition to the open houses generally offered during the regular work day so that neighbors and potential residents have a more reasonable opportunity to tour the properties.   Councillor Kelley


4. That the City Manager is requested to instruct the Traffic, Parking and Transportation Department and the Police Department to conduct a traffic and speed study of Fountain Terrace and to consider traffic calming along this route.   Councillor Galluccio and Councillor Sullivan

5. That the Cambridge City Council begin its December 11, 2006 meeting with a moment of silence in memory of Kevin Fidalgo who lost his life in a tragic accident in Cambridge on December 8, 2006.   Councillor Galluccio and Councillor Sullivan

6. That the City Manager is requested to convene a working group of key stakeholders to develop an aging in place policy/program or ordinance that ensures that Cambridge has a well thought out plan to sustain and support our older citizens.   Councillor Simmons and Councillor Sullivan

7. City Council hereby approves payment of claims against the City of Cambridge in accordance with the recommendations set forth in the report of December 11, 2006 Claims Committee in the total sum of $2,170.45.   Vice Mayor Toomey

8. Signage to be placed in front of City Hall congratulating the Pop Warner B Team Cheerleaders on their Third Place finish in the National Cheerleading Competition and a suitable location for display of the trophy.   Councillor Galluccio

|The Claims Committee held a public meeting on Thursday, November 30, 2006 at five o’clock and thirty minutes P.M. in the Sophie Anastos Room, City Hall for the purpose of considering claims filed against the city.
