Please find attached an order requesting the appropriation and authorization to borrow $3,000,000 to provide funds for the design and reconstruction of the Fire Station Headquarters building. If approved, this appropriation will be included in the City’s FY19 bond issue. Additional construction funding for this project will be requested in the future.

This work is part of ongoing efforts to improve the working and living conditions within the fire stations of the City. In June 2018, $2,000,000 in funding was appropriated for repairs at multiple fire stations in the City. The City will also continue to evaluate short-term needs that may require additional resources in the future.

If passed to a second reading on Nov 26, 2018, the City will comply with all legal requirements so that the order may be adopted on Dec 10, 2018.

WHEREAS: At that time, the Community Development Department and the Cambridge Public Health Department noted that they would prioritize the development of draft standards for urban farming as part of the Urban Agriculture Ordinance, along with related public health regulations, and present them to the City Council in Fall 2018; and
WHEREAS: Considerable time has passed since that notice, and residents and others who wish to grow and source their own food do not yet have amended zoning, nor clear regulations and guidelines; now therefore be it

WHEREAS: Cambridge has a thriving small business community that the City should take a more active role in promoting and supporting for Small Business Saturday; and
WHEREAS: Holiday shoppers have the potential to become yearlong clients, making it important that the City reduce as many barriers to holiday shopping on Small Business Saturday as possible; and
ORDERED: Strategies in other municipalities include free metered and garage parking on Small Business Saturday, a municipal Small Business Saturday awareness and marketing campaign, and organizing City events in districts where small businesses are located; now therefore be it

COUNCILLOR SIMMONS
WHEREAS: The United States Federal Government is currently accepting public comment through Dec 10, 2018 on the Department of Homeland Security’s proposed “Public Charge” rule change; and
WHEREAS: The Public Charge rule change, which is being orchestrated by the Trump Administration, would discourage immigrants from accessing critical nutritional assistance programs, healthcare programs, and public housing programs by making it significantly more difficult for recipients of these programs to obtain Green Cards or be reunited with family members; and
WHEREAS: This Public Charge rule change would likely scare away many individuals who have even unambiguous citizenship from applying to these programs, out of the fear that enrolling in them would ultimately make them a target of a hostile federal government; and
WHEREAS: Millions of families and individuals contribute to these public assistance programs through their taxes, and rely upon them to meet a minimum standard of living, and the effects of this rule change could be chilling and have tremendously negative repercussions throughout Cambridge and Massachusetts if enacted; now therefore be it
RESOLVED: That the City Council go on record in staunch opposition to the Department of Homeland Security’s proposed “Public Charge” rule change; and be it further
RESOLVED: That the City Council strongly urges members of the public to voice their opposition to this rule change by the Dec 10, 2018 deadline; and be it further
RESOLVED: That the City Clerk be and hereby is requested to forward suitably engrossed copies of this resolution to the Massachusetts Delegation to Washington, DC on behalf of the entire City Council.
