RECONSIDERATION
1. Councillor Maher notified the City Clerk of his intention to move reconsideration of the vote taken on Nov 17, 2008 adopting the order that the City Council go on record requesting the School Committee provide the City Council with the requested information regarding Individualized Education Plans contained in Order #5 of Mar 3, 2008.
Reconsideration prevailed on a voice vote (with Councillor Kelley dissenting). The Order was amended to instead refer the inquiry to a future Roundtable meeting.

WHEREAS: On March 3, 2008, the City Council adopted a Policy Order requesting that the City Manager confer with the Superintendent of Cambridge Public Schools regarding Individualized Education Plans (Council O-5); and
WHEREAS: On October 20, 2008, the City Manager reported back that Council Orders referred to the Superintendent are in turn referred to the School Committee, and that as of October 20th no response had been received. As such, the Council Order was removed from the Awaiting Report List; now therefore be it
ORDERED: That the issue of Individualized Education Plans be referred to a roundtable between the City Council and School Committee which will be scheduled by the Mayor.

3. Transmitting communication from Robert W. Healy, City Manager, relative appropriation of the Bunker Hill Community College Grant in the amount of $3,250.00 to the Grant Fund Human Services Salary and Wages account ($3,041.00) and to the Other Ordinary Maintenance account ($209.00) and will be used to support a portion of the salaries of four full-time and four part-time Community Learning Center teachers and will allow for the professional development of these teachers on curriculum and instruction activities to assist upper level students in transitioning to higher education.

WHEREAS: The nation is facing energy challenges, including escalating energy costs, and critical choices about energy resources that will affect the nation’s future economic well-being and security; and
WHEREAS: The Congress is crafting an Economic Stimulus Package; and
WHEREAS: Many cities have implemented energy conservation and environmental protection programs and similar innovations to conserve energy, protect natural resources and support the economies of their cities and the nation; and
WHEREAS: Cambridge and other cities have taken the lead in adopting energy-saving and environmentally-friendly practices, including smart growth solutions, clean and alternative energy options, green building techniques, transportation alternatives, recycling, and green jobs, among others; and
WHEREAS: Energy-saving and environmentally-friendly practices can yield cost savings for municipalities, households, and businesses in this time of budgetary constraints; and
WHEREAS: In 2007 Congress passed legislation creating the Energy Efficiency and Conservation Block Grant (EECBG), which was modeled after the successful Community Development Block Grant; and
WHEREAS: The EECBG was created to provide grants to municipalities to update energy-efficiency provisions in building codes, renovate old buildings using energy-efficiency technologies, adopt renewable-energy solutions, create incentives for citizens to use transportation alternatives, and implement energy-saving campaigns; and
WHEREAS: The EECBG needs federal funding to provide grants to municipalities and other governments; and
WHEREAS: The U.S. Conference of Mayors has estimated that $5 billion could effectively be used by cities and towns to quickly implement energy efficiency and conservation measures and simultaneously stimulate the economy through job creation; now therefore be it
ORDERED: That the Cambridge City Council urge Congress to provide $5 billion for the Energy Efficiency and Conservation Block Grant and for municipal energy conservation and environmental protection programs; and be it further
ORDERED: That the City Clerk be and hereby is requested to forward a suitably engrossed copy of this resolution to the Congressional leadership team, President-Elect Barack Obama, the Massachusetts Congressional Delegation, Massachusetts Governor Deval Patrick, the National League of Cities Energy, Environment and Natural Resources Committee and the U.S. Conference of Mayors on behalf of the entire City Council.

VICE MAYOR MURPHY
WHEREAS: Many Cambridge families spend significant recreation time at our public parks; and
WHEREAS: Many families are embarrassed or inconvenienced by a lack of public toilet facilities; and
WHEREAS: There are thirty three public parks within the city where there are active sport facilities; and
WHEREAS: Twenty-two of those thirty-three parks have two or more sports associated with them, or have organized leagues using the facilities; and
WHEREAS: Only six of those twenty-two parks have permanent or portable public toilets, and one facility is located on Department of Conservation and Recreation property; and
WHEREAS: There are fifteen locations with on-going sporting events which particularly justify the need for public toilets; and
WHEREAS: The City Council recognizes that there is annual cost of approximately $2250/season per toilet for cleaning and restocking twice per week for public portable toilets, but believes that the community demand for such public toilet facilities is significant; now therefore be it
