CITY MANAGER’S AGENDA

Healy, City Manager, relative to the appropriation of $85,986 in the General Fund of the DHSP Other Ordinary Maintenance Account ($42,993) from Free Cash and in the Grant Fund of the DHSP Other Ordinary Maintenance Account ($42,993) from the Cambridge Health Alliance to be used to contract with CASPER to partially restore shelter services, to restore operation of seven overnight beds, and to allow daytime openings for medical respite services.

UNFINISHED BUSINESS
6. Petition from Harvard University requesting a sub-surface easement located between 1720 and 1737 Cambridge Street for the purpose of constructing an underground pedestrian and service tunnel beneath Cambridge Street.
7. Proposed amendment to the Zoning Ordinance to Section 11.200 to increase linkage fees paid by developers of commercial housing seeking special permits to increase density or intensity of use. The question comes on passing, to be ordained on or after November 11, 2002. This petition expires December 31, 2002.
APPLICATIONS AND PETITIONS
1. An application was received from John Kennedy, requesting a curb cut at the premises numbered 33 Walker Street, said petition has received approval from Inspectional Services, Traffic, Parking and Transportation, Historical and Public Works. Approval has been received from neighborhood associations.
2. Revocation of a sign permit bond for Shell Oil Company, for the premises numbered 2485 Massachusetts Avenue, issued on October 5, 1959. Inspectional Services inspected property on November 5, 2002 and sign is down.

Maher, Chair of the Government Operations and Rules Committee, for a meeting held on October 30, 2002 to receive public testimony regarding the City Council's fiscal year 2004 Goals.

WHEREAS: A program could be developed where a medical logo is placed on the senior on disabled persons door and a medical jacket containing all pertinent information could be placed in an accessible location, for example the refrigerator, now therefore be it
RESOLVED: That the City Manager be and hereby is requested to report back to the City Council on the feasibility of developing a medical emergency program that would benefit seniors or disabled persons who live alone and will provide medical personnel, fire or police access to important medical information.

COUNCILLOR SIMMONS
WHEREAS: A taxicab stand on Brookline Street in front of the Middle East Restaurant and T.T. the Bears was established several years ago to meet strong customer demand between the hours of 10pm and 2am, and
WHEREAS: During other hours of the day the public can park at meters in the taxi stand, and
WHEREAS: This dual use of the curbside space creates confusion among people looking for parking at night; and
WHEREAS: Illegal parking in the taxi stand has become a stubborn, intractable problem resisting many stepped up enforcement efforts, and
WHEREAS: There has been one previous failed effort that involved posting signs higher on the poles; and
WHEREAS: Enforcement will only hold up if the prohibition is clear to the illegal parkers; and
WHEREAS: The City of Boston, and other cities have had success when attaching signs to meters; now therefore be it
RESOLVED: That the City Manager be and hereby is requested to instruct the Director of Traffic, Parking, and Transportation and Commissioner Of Public Works to immediately approve and install said signs attached to the appropriate parking meters on Brookline Street, and be it further
RESOLVED: That the Department of Traffic and Parking study the possibility of increasing the size of the taxi stand to include the loading zone at the intersection of Brookline and Mass. Avenue and the possibility of lengthening the loading zone on Green Street; and be it further
RESOLVED: That the City Manager report back in two weeks on the signs and in one month on the study.
