Nov 17, 2008To the Honorable, the City Council:
With regard to the inadvertent difficulties that were experienced on Election Day, I submit the following report.
A complete extract of the Cambridge registered voters was requested from the Massachusetts Central Voter Registry. This is received as a computer file that contains the data that goes on the voter list and is illustrated on the attached sheet. Only three of the "extract files" were copied to a CD and sent out to be printed as the "voter list".
This was a human error, and for which, I apologize.
When the error was discovered on Election Day, the 4th file was converted to disk and printed as an additional voting list and immediately distributed to the polls. By 10:30 a.m., all of the polling precincts had the additional list.
The additional list contained approximately 6,400 names, but the voters who were impacted were those who went early in the morning. In accordance with regular procedures, when a voter’s name does not appear on the voter list they are allowed to cast provisional ballots. That procedure was followed in this instance, and the Election Commission determined that the incomplete list during the early morning hours led to 299 voters casting provisional ballots. In a procedure approved by the Secretary of State’s office, those ballots were counted prior to the closing of the precincts on election night.
Thus, voters were not disenfranchised and we apologize for any inconvenience that may have been caused.

WHEREAS: It is the strong feeling of the City Council There
is strong documentation that pedestrian issues urgently need to be
addressed now, during construction, and upon completion of the BU Bridge
reconstruction; and
WHEREAS: The Department of Conservation and Recreation (DCR) has control of the
Cambridge side of the bridge up to the Granite/Brookline/Waverly intersection;
and
WHEREAS: The roadway on the ramp from the rotary to the BU Boat House is
excessively wide and should be narrowed to allow more width for the sidewalk on
the ramp; now therefore be it
ORDERED: That the City Council urge the DCR to make plans to accommodate
pedestrians and to keep them safe now, during construction and after completion
of the project; and be it further
ORDERED: That in order to address pedestrian issues, the DCR
* Provide a makeshift lane for bicycles on the construction side of the
bridge during daylight hours since bridge construction occurs at night; and/or
provide bike lanes on both sides of the bridge now because although providing
two lanes of traffic will inconvenience motorists, the current situation is
endangering the lives of bicycle commuters.
* Provide signaling, personnel, or other mechanisms to calm motorized
traffic; and be it further

requests to the DEC as soon as possible.

WHEREAS: Green Communities will qualify for a variety of state-funded grants and

WHEREAS: Residents of the neighborhood around the intersection of Raymond and
Walden Streets have expressed great concern regarding the ability to safely
cross the intersection and have requested that a pedestrian light be installed;
and
WHEREAS: Neighborhood residents have met with representatives of the City’s
Traffic Department on this issue and were told by the head of the Traffic and
Parking Department that people just do not use pedestrian crossing lights; and
WHEREAS: In response to this statement, many who utilize the park at the corner
of Raymond and Walden Streets have continued to repeatedly request a pedestrian
crossing light be installed and insist that they need it and would most
certainly use it; and
WHEREAS: No rational reason has been provided as to why the pedestrian crossing
light cannot be installed at this intersection; only Sue Clippinger’s response
that people do not use them; now therefore be it
ORDERED: That the City Manager be and hereby is requested to instruct the
Traffic, Parking and Transportation Director to install a pedestrian crossing
light at the intersection of Raymond and Walden Streets.

Cambridge are awarded points for falling into certain categories such as being a
resident of Cambridge; and
WHEREAS: Many applicants have applied for the housing lottery multiple times but
have not been able to acquire an affordable unit; now therefore be it

Assistant City Manager of Community Development to discuss the possibility of

over of open space and other impacts on the area immediately adjacent to the
CRLS/War Memorial/Main Library Complex; and
WHEREAS: There has been little public discussion on the impact of this project
on areas outside the physical shell of CRLS; now therefore be it
ORDERED: That the City Manager be and hereby is requested to report back
to the City Council on the impact of the upcoming CRLS renovation project on
trees in the area, to include trees that will be removed, trees that need
trimming and trees that will be planted; and be it further
ORDERED: That the City Manager be and hereby is requested to report back to the
City Council on any landscaping plans for the CRLS renovations or any other
impacts the project may have on the surrounding areas, regardless of ownership
or condition; and be it further

COUNCILLOR REEVES
WHEREAS: The disparity between the wealthy and the poor in the region is rapidly
expanding. The Nation’s current economic crisis will come to an end not only
when business is stable but when working families, who are the bedrock of our
economy, have stable and acceptable streams of income; and
WHEREAS: Housing, transportation, and health care costs are crippling low-wage
workers, with three-quarters of low-wage working families spending more than
one-third of their income on housing; and
WHEREAS: Approximately 1,200 Security Officers, hundreds of whom guard buildings
in Cambridge, formed a union with SEIU local 615 as part of the national SEIU
Stand for Security campaign; and
WHEREAS: Those 1,200 security officers currently in contract negotiations,
hundreds of whom work in Cambridge, are on the front line in emergency
situations, protecting the lives of CEO’s, secretaries, lawyers, and other
members of the public in our city. These buildings are each worth millions of
dollars and bring in millions of dollars in rental revenue; and
WHEREAS: The Security Officers who protect us do not have protection for
themselves or their families because of: Substandard Wages - The average wage
for Security officers is less than $12 an hour; Unaffordable low quality health
insurance - 23% of security officers are on MassHealth and another 12% have no
insurance whatsoever and will take a penalty on their state income taxes; and
Little Time to Spend with Their Families – they have no paid sick days, no
paid holidays, and meager vacation; and
WHEREAS: Most Security Officers are not making enough to meet the
self-sufficiency standard for Cambridge and New England, most cannot afford to
live in Cambridge on their current wages; and
WHEREAS: The goals of the Stand for Security campaign: better wages, better
benefits, paid vacation, sick days and holidays, and better working conditions,

WHEREAS: Residents living at and near the Daniel F. Burns Apartments in North
Cambridge are requesting that a shelter be installed at the bus stop on
Massachusetts Avenue where MBTA Bus #77 stops en route to Porter Square and
Harvard Square, as there is already a shelter in place at a bus stop on the
opposite side of the street that provides people with needed protection against
the elements; now therefore be it
ORDERED: That the City Manager be and hereby is requested to direct the
Assistant City Manager for Community Development and other relevant personnel to
review the possibility of pursuing this recommended change and report back on
the feasibility of implementing this change.
