WHEREAS: There has been a great deal of discussion by the City, the City Council and the community regarding safe street infrastructure, particularly following five fatalities in three years on our streets, and the need to ensure safety for all modes of transportation; and
WHEREAS: Users of every mode of transportation, including those who drive, walk and bike, do not always obey traffic regulations, making travel dangerous, not only for themselves, but for others; and
WHEREAS: Navigating the city safely on a bicycle is difficult for both newcomers and longtime residents who are unfamiliar with the locations of safe biking infrastructure, unaware of how to bicycle safely in heavy traffic including on shared roads (“sharrows”), or unaware of traffic regulations pertaining to bicycles; and
WHEREAS: Cambridge is currently home to 48 Hubway bike stations that has resulted in 1.3 million rides in 2016; and
WHEREAS: There are over 15,000 annual Hubway members in Cambridge and in 2016 there were 100,000 daily or "casual passes" sold in 2016; now therefore be it
ORDERED: That the City Manager be and hereby is requested to confer with the appropriate City Departments to develop a document explaining how to ride a bike safely in Cambridge, and post in visible locations, on every Hubway station in the city; and be it further
ORDERED: That the City Manager be and hereby is requested to ask Hubway to email this bike safety document to all their members and to request that Hubway post a similar document on their stations in neighboring cities and towns.

WHEREAS: The City of Cambridge has long prided itself as a culturally vibrant community, continually working to incorporate the Arts into our public spaces and public projects to ensure that this city remains a truly warm, inviting, and inspiring place for all; and
WHEREAS: The People of Cambridge understand that the incorporation of the Arts into the fabric of our community should never be viewed as a mere luxury, but rather should be understood as being part of the very essence of what constitutes a healthy, successful, livable city; and
WHEREAS: In order to ensure that our commitment to the Arts is not haphazard or relegated to being tacked on to projects that are already underway, it would be wise for the City to develop an overarching vision of the role the Arts can and should be playing in Cambridge in the decades ahead; and
WHEREAS: In recent years, the City has undertaken a number of public discussions to establish frameworks to guide our policy decisions around development, affordable housing, budgeting concerns, and other ongoing concerns, and in keeping with this spirit, the City would be wise to convene a working group charged with developing a broad outline to help guide important City decisions around the funding and more cohesive incorporation of the Arts into all future City planning; now therefore be it
