the appropriation of Federal Individuals with Disabilities Education (IDEA)
American Recovery and Reinvestment Act (ARRA) allocation grant from the U.S.
Department of Education in the amount of $484,101 to the Grant Fund School
Department Salary & Wages account, which will be used to support the
following: four paraprofessional positions and partial funding for one physical
therapist position to provide continued support to students in inclusion
classrooms and programs based on individual education plans (IEPs); one
psychologist to assist with district wide services as well as to provide
services for students at the Amigos school; a teacher and one teaching assistant
for a new Special Education Transition classroom for students who are between
the ages of 18 and 22; a teacher and two teaching assistants for a preschool

In response to Awaiting Report Item Number 09-97, regarding plans for the reuse of 5 Western Avenue, please be advised that the Cambridge Housing Authority and the City are analyzing the feasibility and finance-ability of partnering in an exciting rehabilitation project that would result in the resolution of the space issues of the Community Learning Center and the Multi-Service Center, and accommodate the administrative offices of the Housing Authority. Construction estimates and funding vehicles are currently under analysis.

Review and Advisory Board Ordinance. The question comes on passing to be

WHEREAS: It has been shown that children who are exposed to the arts at a young
age tend to develop into more well-rounded, more intellectually curious
individuals; and
WHEREAS: Studies suggest that children who excel in art programs are more likely
to excel in other academic areas, and that they are apt to develop more diverse
cognitive skills and creative ways of approaching problems; and
WHEREAS: The City of Cambridge has long supported arts programs for all, and
particularly for our youth. Cambridge has always championed the notion that it
is vital to fund the arts, which enrich the community in immeasurable ways; and
WHEREAS: Proper funding is critical to sustaining the City's arts programs, and
it is essential that the community continue to invest in and be aware of this
area of our children's education and development; now therefore be it
ORDERED: That the City Manager be and hereby is requested to locate $5,000
annual funding for the "One for the Arts Program" as the City
continues to explore a mechanism for allowing constituents to contribute toward
this program as they pay certain bills or fees to the City. The Mayor's Office
will seek additional funding sources and will initiate the annual process of
allocating funds to children's art programs.

WHEREAS: Bedbugs are a public health issue; and
WHEREAS: The costs incurred by the individual resident or household to
adequately address a bedbug infestation can range from a few hundred dollars to
over a thousand dollars; and
WHEREAS: Some households cannot afford such costs and, as bedbugs are a public
health issue, the ability to permanently address a bedbug infestation should not
come down to a matter of economic status; and
WHEREAS: There needs to be a systemic response to this public health issue; now
therefore be it

WHEREAS: A number of individuals have recently contacted the Office of the Mayor
to express their displeasure over being excluded from working at the polls
during the municipal election that is scheduled for November 3, 2009, despite
their having served in this capacity in previous election cycles; and
WHEREAS: The displaced poll workers have stated that they were not given
satisfactory explanations as to why they are being excluded from working in this
election cycle. Some of these individuals report that even after speaking with
Cambridge Election Commission representatives, they remain confused as to why
they are not being allowed to work in this election cycle; and
WHEREAS: It remains unclear as to what process was used by the members of the
Cambridge Election Commission to determine who would and would not be asked to
work at the polls during the upcoming municipal election, and it therefore
remains difficult to determine whether this process has been carried out fairly
and systematically; now therefore be it

Committee Report #1
The Human Services Committee conducted a public meeting and panel discussion
entitled "College Success Office in Cambridge "on Wed, Sept 30, 2009
at the Microsoft Center conference room, 1 Memorial Drive, Cambridge beginning
at 6:25pm. The meeting was held for the purpose of a panel discussion on whether
a program similar to the Harlem Children's Zone Office of College Success could
advance the goal of college graduation for all low income students in Cambridge.
City Councillors present at the meeting were Councillor Kenneth E. Reeves, Chair
of the committee and Vice Mayor Seidel.
Councillor Reeves welcomed the attendees and described the program for the evening. Attendees included Ronn Crichlow, Director of Educational Opportunity Programs, M.I.T.; Mike Ananis, Director, Rindge School of Technical Arts, Cambridge Rindge and Latin School (CRLS); Kim Romano, documentary filmmaker; Hog Liu, innkeeper; Jessica Bullen ,Harvard Kennedy School; Joellen Scannell, Principal, Peabody School, Cambridge Public School Department (CPSD); Nicole Orishabor, NBCA; Jesse Nahan, CEO, My Active Mind; Bob Boudreau, parent; Dr. Jeff Young, Superintendent of Schools, CPSD; Eric Esteves, Boston Public Schools; Richard Harding, Cambridge Public Health Department; Ellen Semonoff, Assistant City Manager for Human Services; and Dr. Carolyn Turk, Deputy Superintendent, CPSD.
Councillor Reeves then introduced the keynote speaker, Paul Kendricks, Director of the College Success Office at the Harlem Children's Zone. Mr. Kendricks's talk was followed by a panel discussion. The panel was comprised of Amatulla Mervin, CRLS student, George "Chip" Greenidge, Founder and President of the National Black College Alliance, Harriet Finck, Executive Director of the Cambridge School Volunteers, Moses Michel, CRLS student, Steve Swanger, Director of Tenant Services, Cambridge Housing Authority and Stephanie Guirand, CRLS graduate. A question and answer session followed the panel discussion. A copy of the program is attached.
Thereafter Councillor Reeves thanked all those present for their attendance and participation, with special thanks to the keynote speaker and panelists. The meeting was adjourned at 8:35 p.m.
