UNFINISHED BUSINESS
6. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Timothy J. Toomey, Jr., Co-Chair of the Ordinance Committee, for a meeting held on November 18, 2004 for the purpose of considering proposed amendments to Chapter 2.74 of the Cambridge Municipal Code, the Police Review and Advisory Board Ordinance. The question comes on passing to be ordained on or after February 14, 2005. [Four sections of the proposed amendment were passed to be ordained as amended. Ordinance #1284. The remaining proposed amendments to chapter 2.74 remain on unfinished business.]

1. The City Manager is requested to confer with the Commissioner of the Cambridge Police Department to increase foot patrols to ensure that all citizens have equal accessibility to the benches in Central Square.   Mayor Sullivan

2. The City Manager is requested to confer with the Commissioner of the Public Works Department and Community Development Department about the feasibility of re-installing a bench at the corner of Antrim and Cambridge streets.   Mayor Sullivan

3. The City Manager is requested to instruct the Director of Traffic, Parking and Transportation and the Police Commissioner to increase enforcement to prevent trucks from illegally traveling on Gore Street and that the Director of Traffic, Parking and Transportation look into alternative ways to correct this situation.   Councillor Toomey

5. The City Manager is requested to confer with the Director of Traffic, Parking and Transportation regarding the promised analysis and presentation of traffic calming options regarding the safety hazard of high speed and accidents at the intersection of Grove Street and Blanchard Road to Concord Avenue.   Councillor Galluccio

6. The City Manager is requested to post on the City's home page information about effective ways for consumers to lower their heating and fuel costs, as well as information about opportunities for financial assistance to help pay for heating costs.   Councillor Murphy

7. The City Manager is requested to provide the City Council with an update on the status of negotiations with the school traffic supervisors in the Cambridge Police Department.   Councillor Murphy

8. The City Manager is requested to instruct the Police Commissioner to institute evening and nighttime enforcement of speed limits on River Street, given the prevalence of loud speeding trucks during evening and nighttime hours.   Councillor Murphy

9. The City Manager is requested to confer with the City Solicitor to draft an amendment to the Cambridge Municipal Code to require that City vendors have fair policies relating to the CORI screening and identification of persons with criminal backgrounds, and to establish CORI-related standards for the City of Cambridge similar to those adopted in Boston.   Councillor Murphy

10. The City Manager is requested to direct the Municipal Cable Office to televise the forthcoming Health and Environment Committee meeting on discussions related to the WR Grace site.   Vice Mayor Decker

12. The City Manager is requested to confer with the Police Commissioner to increase police patrols on Cambridge Street, particularly the area of 1221 Cambridge Street, due to the high number of people trespassing and sleeping in the corridors near the property.   Mayor Sullivan

13. The City Manager is requested to instruct the Election Commission to send fifty applications for absentee ballots to 1221 Cambridge Street.   Mayor Sullivan

15. 18. The City Manager is requested to confer with the General Manager of the MBTA to stop nighttime construction on the Green Line in East Cambridge.   Councillor Maher

WHEREAS: Leaf blowers used at the King Open School by private landscapers under contract with the City of Cambridge are discharging excessive noxious pollutants; and
WHEREAS: Dust emissions from leaf blowers contain fine particles of a variety of substances including heavy metals that are very bad for lungs, especially the lungs of growing children; and
WHEREAS: Other leaf blowers used for municipal work have been heard from great distances; now therefore be it
ORDERED: That the City Manager be and hereby is requested to report back to the City Council on the standards on noise and pollution for all leaf blowers used in municipal work, both by City departments and by private entities under contract with the City; and be it further
ORDERED: That the City Manager be and hereby is requested to implement more stringent standards on noise and pollution from leaf blowers in upcoming contracts and to amend existing contracts to include more stringent requirements; and be it further
ORDERED: That the City Manager be and hereby is requested to present a proposal to limit noise and for implementing a ban on diesel for all leaf blowers used in the city, including examining limitations on hours and months.

WHEREAS: Building owners and managers are required to meet “Quality Standards” as set forth in the Federal regulations for the Rental Assistance Program; and
WHEREAS: Serino Realty has not brought unit(s) into compliance, despite the request of the MBHP; and
WHEREAS: This refusal to comply will render tenants to be Tenants-at-Sufferance; and
WHEREAS: Tenants-at-Sufferance may have to seek legal counsel regarding their rights and responsibilities under these circumstances; and
WHEREAS: This will place an unfair burden on many individuals; now therefore be it
RESOLVED: That the City Council go on record urging Serino Realty to cooperate with the MBHP by bringing all units in question into compliance.
