Healy, City Manager, relative to a transfer of $955 within the Young Adults with Learning Disabilities Grant from the Grant Fund Human Service Travel and Training account to the Grant Fund Human Service Other Ordinary Maintenance account to provide support for a second course at the CLC offered by a contracted instructor and the purchase of additional instructional materials for learning disabled students.

Healy, City Manager, relative to the appropriation of the "Cambridge Community Mobilizing for Change Around Alcohol Project" Grant from the Massachusetts Department of Public Health-Bureau of Substance Abuse for $100,000 to the Grant Fund Human Service Salary and Wages account ($57,219.84), the Grant Fund Human Service Other Ordinary Maintenance account ($37,450.16), and to the Grant Fund Human Service Travel and Training account ($5,330) to be used for a social marketing campaign to shape and reinforce community norms, particularly about underage drinking, and build upon the Cambridge Prevention Coalition’s past work in training beverage servers in responsible alcohol service and avoidance of sales to underage youth.

TEXT OF COMMITTEE REPORTS
Committee Report #1
The Human Services Committee held a public meeting on Wednesday, September 22, 2004 beginning at nine o’clock and seven minutes A.M. in the Sullivan Chamber.
The purpose of the meeting was to continue discussing plans for the Senior Town Meeting to be held on October 2, 2004.
Present at the meeting were Councillor E. Denise Simmons, Chair of the Committee, Mayor Michael A. Sullivan, Ellen Semonoff, Assistant City Manager for Human Services, Eileen Ginnetty, Council on Aging Director, Susan Pacheco, Director of Client Services, Council on Aging, Emma Watkins, Director, Citywide Senior Center, Rebecca Girolamo, Municipal Cable Office and Donna P. Lopez, Deputy City Clerk. Also present was William Cobham, 131 Fayerweather St., Cambridge, MA.
Councillor Simmons opened the meeting and stated the purpose. She reported that Mayor Sullivan would give the opening remarks at the Senior Town Meeting. Congressman Capuano and Senate President Travaglini would be attending the Senior Town Meeting. Mr. Emmett Schmarsow from Massachusetts Elder Affairs would also attend. Information on all the speakers is needed. She would obtain information on Congressman Capuano and Senate President Travaglini. Ms. Ginnetty would obtain information on Mr. Schmarsow. Mr. Schmarsow could be incorporated into one of the workshops, possibly positive aging.
Councillor Simmons stated that the Public Information Officer has informed her that news releases have been sent to the Chronicle and the Globe. Attached is a copy of the News Release (Attachment A). In response to a question from Mayor Sullivan, Mr. Cobham stated that he would try to get information into the Massachusetts Senior Action Bulletin about the Senior Town Meeting.
Councillor Simmons stated that Cambridge residents would be given preference in registering for the Senior Town Meeting. Ms. Ginnetty reported that there are 70 persons registered for the Senior Town Meeting at this time. Capacity was discussed. Over registration could occur in a modest number and be opened to out of town seniors.
Councillor Simmons discussed transportation. Ms. Pacheco stated that a school bus would transport the registrants from the North Cambridge Senior Center. Haggerty Seniors are interested in attending the Senior Town Meeting and may also require a bus. Community Service coordinators in East Cambridge are seeking individuals to attend the Senior Town Meeting. The keynote speakers, Prescription Access Coverage and Transportation Workshop would be taped. Elected officials would be seated at individual tables with the seniors. Mr. Cox would be the closing speaker. Councillor Simmons would serve as the Master of Ceremonies. Workshops One, Active for Life, and Workshop Three, Positive Aging, are being merged. Ms. Semonoff wondered that if registration reached 100 would four workshops be enough. Ms. Ginnetty stated that the Active for Life and the Positive Aging workshop would be held in the Windsor House, which could comfortably accommodate 50 people. Seniors expressed a request to have more information on activities and social events. The Council on Aging has given information on the prescription program; maybe this is why it is not the number one preference.
Mayor Sullivan suggested renting a camera for the day to tape an additional workshop. Councillor Simmons questioned Ms. Girolamo if there is a resource available to borrow an additional camera. There are three cameras available. She stated that she would ask Mr. Lindsay about the staffing.
Councillor Simmons inquired about the facilitators. Ms. Ginnetty reported that some facilitators are confirmed. A training session would be held for facilitators and notetakers/reporters. Newsprint would be used. Visuals would be used for reporting. Mayor Sullivan is getting a count of the number of easels available for use at the Senior Town Meeting. Councillor Simmons suggested nametags that stated, "Ask Me" for the use of the volunteers. The Council on Aging would supply the nametags. Ms. Ginnetty would provide information about volunteers. The Council office would provide folders. Gift bags have been ordered to contain the senior information. Mayor Sullivan suggested that the gift bags be distributed with the inserts of information inside the bags. He was informed that the gift bags are the mechanism being used to get an evaluation of the Senior Town Meeting from the participants. Ms. Watkins commented that the Cambridge Life Booklet be inserted into the gift bags. Mayor Sullivan asked Ms. Girolamo to scroll information about the Senior Town Meeting before and after the City Council Meeting. Mayor Sullivan stated that the youth from the City Links Program could be utilized to put the information into the gift bags. Councillor Simmons would send confirmation letters to the workshop speakers.
Ms. Ginnetty stated that the tables would seat eight at lunch with one seat being for an elected official. The Council on Aging staff would randomly assign the elected officials. The Council on Aging would number the tables.
Councillor Simmons scheduled the next meeting for Wednesday, September 29, 2004. She thanked all attendees.
The meeting was adjourned at nine o’clock and fifty-five minutes A.M.

Committee Report #2
The Ordinance Committee held a public hearing on September 22, 2004, beginning at 4:45pm in the Sullivan Chamber for the purpose of considering proposed amendments to the Zoning Ordinance to implement the Tree Protection Ordinance. Attachment A.
Present at the meeting were Councillor Timothy J. Toomey, Jr., Co-Chair of the Committee, Mayor Michael A. Sullivan, Councillor Henrietta Davis, Councillor David P. Maher, Councillor Brian Murphy, and City Clerk D. Margaret Drury. Also present was Lester Barber, Director of Zoning and land Use, Community Development Department (CDD).
Councillor Toomey convened the meeting and explained the purpose. As this proposed ordinance had been discussed by the Ordinance Committee in previous hearings this term, he did not request another description of the proposed ordinance by city staff.
Councillor Toomey invited public comment. There was none.
Councillor Toomey asked members of the committee if they had any questions. No questions were raised.
Councillor Maher moved that the proposed amendment be referred to the full City Council without recommendation. The motion passed without objection.
Councillor Toomey thanked those present for their participation. The meeting was adjourned on motion of Mayor Sullivan at 4:52pm.
