Healy, City Manager, relative to supplemental appropriation of $7,048 to the Supportive Housing Program Grant awarded by the U.S. Department of Housing and Urban Development (HUD) under the Stewart B. McKinney Homeless Assistance Act to the Grant Fund Human Services Other Ordinary Maintenance account to cover the cost of participating in a computer system by Cambridge homeless service agencies that provide services under the grant.

6. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Timothy J. Toomey, Jr., Co-Chair of the Ordinance Committee, for a meeting held on November 18, 2004 for the purpose of considering proposed amendments to Chapter 2.74 of the Cambridge Municipal Code, the Police Review and Advisory Board Ordinance. The question comes on passing to be ordained on or after February 14, 2005. [Four sections of the proposed amendment were passed to be ordained as amended. Ordinance #1284. The remaining proposed amendments to chapter 2.74 remain on unfinished business.]

7. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Timothy J. Toomey, Jr. and Councillor Kenneth E. Reeves, Co-Chairs of the Ordinance Committee, for a meeting held on July 18, 2005 for the purpose of continuing to consider a petition submitted by the Planning Board to amend the zoning in the Concord-Alewife area. The question comes on passing to be ordained on or after August 15, 2005. Planning Board Report received on August 1, 2005. Petition expires September 20, 2005.

The City Manager is requested to confer with the Director of Traffic, Parking and Transportation with the view of that department hosting a neighborhood meeting regarding the intersection of Harvard and Dana Streets and the need for a traffic light or other stop signal at that location.   Councillor Reeves

23. The City Manager is requested to contact the MBTA to request their appearance at a community meeting as soon as possible but in any event no later than November 1, 2005 to present the current status of the urban ring project.   Councillor Davis

WHEREAS: On September 14, 2005, the 109th Congress reintroduced H.R. bill 1673; and
WHEREAS: The bill would establish a United States Department of Peace and a Secretary of Peace would be appointed by and would report to the President. The Secretary of Peace would oversee the Department and its activities; and
WHEREAS: The bill currently has 54 congressional co-sponsors including 2 from Massachusetts (McGovern and Olver); and
WHEREAS: In addition the following state legislatures have passed resolutions of support: Arkansas, Hawaii, Michigan, Minnesota, Texas, and Wisconsin; and
WHEREAS: Support for the bill has also been added to the Democratic Party platform of the following states: Colorado, Iowa, Maine, Ohio, Oregon, and Washington; and
WHEREAS: The proposed federal legislation to create a United States Department of Peace will benefit the City of Cambridge by holding peace as an organizing principle for the American Society, which will change the tone of the society; and
WHEREAS: Peace empowerment processes, including mediation and negotiation, build community and promote understanding, respect, trust and dignity. Peace empowerment has been successful in resolving conflicts where violence has not succeeded. A Peace Academy, under the auspices of the Department of Peace, will help implement peace empowerment locally, domestically and internationally through broad education, research and developing a culture of peace; and
WHEREAS: The proposed Department of Peace may benefit the City of Cambridge by increasing conflict resolution skills and reducing violence in Cambridge and by reducing federal spending on the military budget, which is $399 billion for fiscal year 2004-2005, thereby redirecting funds to the states and cities and assisting in the balancing of our City budget; now therefore be it
RESOLVED: That this City Council go on record supporting the creation of an executive branch level Department of Peace that shall hold peace as an organizing principle, coordinating services to every level of society; endeavor to promote justice and democratic principles to expand human rights; strengthen non-military means of peacekeeping; promote the development of human potential; work to create peace, prevent violence, divert from armed conflict, use field tested programs, and develop new structures in nonviolent dispute resolution; take a proactive, strategic approach in development of policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful resolution of conflict, and structured mediation of conflict; address matters both domestic and international in scope; and encourage the development of initiatives from local communities, religious groups and non governmental organizations; and be it further
