1. An application was received from Jonathan Wadleigh for JJJ Partnership, requesting a curb cut at the premises numbered 90-92 Gore Street; said petition has received approval from Inspectional Services, Traffic, Parking and Transportation, Historical. Public Works has approved the petition subject to the condition that any disturbance to sidewalk caused by tree or hydrant removal a replacement will be the responsibility of applicant. Neighborhood Association disapproved curb cut.

4. An application was received from Natasha and Kenneth Rogoff, requesting a curb cut at the premises numbered 11 Hillside Avenue; said petition has received approval from Inspectional Services, Traffic, Parking and Transportation, Historical. Public Works has approved the petition subject to the condition that any tree or hydrant removal or relocation will be the responsibility applicant. One neighborhood association letter. COMMITTEE REPORTS
Committee Report #1

The Human Services Committee held a public meeting on Thursday, June 15, 2004 beginning at five o’clock and forty-five minutes P.M. Sullivan Chamber.

The purpose of the meeting was to discuss the living wage as it relates to childcare workers.

Present at the meeting were Councillor E. Denise Simmons, Chair of the Human Services Committee, Councillor Henrietta Davis, Councillor Brian Murphy, Ellen Semonoff, Assistant City Manager for Human Services, Michael Gardner, Personnel Director and Donna P. Lopez, Deputy City Clerk. Also present were David Slaney, Acting Chair, Living Wage Community Advisory Board (CAB), Gerald Bergman, Member, (CAB), Daniel M. O’Neill, Member, (CAB), Douglas Baird, President and Chief Executive Officer, Associated Early Care and Education (AECE), 95 Berkeley Street, Boston, Clement James and Cynthia Davis, AECE , Elaine O’Reilly, 95 Cushing Street, Wayne Martinez, 243 Harvard Street, Susan Kelley, 159 Spring Street, Cynthia Itoka, 41 Granite Street, Lucy Stroock, 55 Frost Street, Just Holm, 51 Inman Street and Faith Morgan, 1 Magee Street.

Councillor Simmons opened the meeting and stated the purpose. The living wage came up at a prior Human Services meeting, stated Councillor Simmons. She opened the meeting up to public comment.

Dave Slaney, 237 Norfolk Street, Chair of the CAB, gave an overview of the situation. He submitted a copy of a communication he sent to the City Manager dated June 21, 2003 (Attachment A). The responsibility of the advisory board is to make recommendations to the City Manager. Associated Early Care and Education is covered by the Living Wage Ordinance and requested a waiver. The employees of AECE belong to the United Auto Workers Union. He stated that waivers could only be granted for hardship. It would cost AECE $56,000 to raise wages to the living Wage Ordinance. This represented one-half of one percent of the projected revenues for AECE. The United Auto Workers Union would work with AECE to investigate ways to pay the living wage. The advisory board voted to recommend to the City Manager that the waiver be denied. The City Manager granted the waiver based on the fact that AECE could not pay employees doing the same job in one of their facilities more than employees in another facilities. A union covers the workers and not the living wage. Mr. Slaney stated that the City Council should monitor the process as it relates to waivers.

Douglas Baird, President and CEO of AECE stated that AECE provides early childhood education at the Area 4 Youth Center, the Central School and four sites in Boston. Local 159 United Auto Workers have represented AECE staff for twenty-two years. It has been suggested that AECE could treat Area 4 Youth Center workers as a separate unit from the other 5 agencies. AECE cannot pay two people to do the same job at a different rate of pay. This is a violation of the labor laws. A lower paid employee could file a complaint. AECE has received a waiver in Boston for the year ending June 30, 2004. Waivers have been granted for the last two years in Boston to AECE. He distributed a Waiver request for Boston (Attachment B). Mr. Baird reported that the budget passed by the legislature, which goes to the Governor, allows for a two percent increase in childcare across the state. He stated that the key issue is this is a $200,000 matter not a $56,000. AECE has less than $100,000 in reserves and endowments.

Councillor Davis stated that this is a dilemma and a sad situation. There ought to be more funding.

Gerald Bergman, Elm Street, stated that he brought this issue to the Human Services Committee. A subsidy was given to AECE. These employees are paid $2.87 less than the living wage. Fifteen years ago Area Four negotiated for childcare. In 1993 the City entered a contract with AECE to provide childcare and has been renewed. This contract should be reviewed before it is renewed. He stated that the previous Assistant City Manager for Human Services ignored letters outlining questions on the contract and questions about the contract renegotiation. The community should be respected and should receive responses to their questions. He questioned if the contract was renewed for five years. The City Manager has difficulty appointing persons to boards and commissions. The Living Wage Commission has not met for one year. This is a policy issue that the City Council needs to review, he said. One year of lost work has resulted because of the appointment issue. He urged more involvement by the City Council. He stated the issue was never the quality of the work provided by AECE.

Daniel M. O’Neill, member of the CAB, was the minority vote urging the City Manager to grant the waiver to AECE. He distributed a letter sent to the City Manager (Attachment C). Funding is tight for non-profits. AECE was having a deficit of $166,700 in August 2003. There has been no growth in state funding for childcare for two years. AECE is a good organization with dedicated employees. If the City Council is going to get involved in the Living Wage there is no need for a living wage advisory board. City Manager has not gone out of his way to grant a waiver. The decision to grant a waiver to AECE was sound.

Councillor Davis wanted the committee to get more information on this matter.

Lucy Stroock, pre-school teacher and union member, stated that she is retiring after twenty years of service. She feels that the union should not go backwards for the childcare workers. Replacing teachers is difficult. Waivers should be short-term. Quality childcare cannot be achieved with the current system and the children are suffering. The annual salary for a childcare worker is $22,000-26,000. If a waiver is granted it must be a stop gap to change reality.

Michael Gardner, Personnel Director, gave an overview. He serves as the liaison to the advisory board on the living wage. He distributed information sent to AECE from the City Manager (Attachment D). The City Manager took into consideration the fact that AECE provided a comprehensive benefit package to its employees. Life insurance, medical and pension benefits were provided by AECE. The City union childcare packet provided similar benefits. The Living Wage Ordinance is structured to look at the wages; it does not take into account if employees are provided non-wage benefits. He spoke of the value of the subsidy of the space provided to AECE to provide childcare service in Area 4. The ordinance provides the City Manager with discretion for hardship. The City Manager was concerned not to jeopardize childcare services from a stable provider. Without the waiver the loss of childcare services was a reality. The City Manager was not prepared to risk the loss of services especially where the employer provided non-wage benefit package to its employees.

Councillor Simmons asked Mr. Gardner if there are criteria to apply to the granting of waivers. The Living Wage Ordinance contains language about waivers, responded Mr. Gardner. He spoke of full, partial and general waivers. All hardship waivers must contain conditions. How long does a waiver last asked Councillor Simmons. A waiver lasts either one-year or the length of the contract responded Mr. Gardner. The waiver expires on the renegotiation of the contract. The subsidy was in kind rental space rather than monetary. No money was paid to AECE by the city; space was provided and assessment of value was based on the space. Councillor Simmons inquired when does the contract expire. Ms. Semonoff would provide this information. The mitigating factors were during waiver analysis only the wage standard was not reviewed; but in this case the quality of childcare of AECE was reviewed. The City Manager reviewed the hardship to the employer and would this hardship provide loss of services to the City. Councillor Simmons asked how did the quality of services get into the criteria for reviewing the hardship. Mr. Healy, in his discussion to grant the waiver, noted the value of the employer and the services provided to the City stated Mr. Gardner. The quantity and quality of services provided to the City were evaluated.

Councillor Simmons inquired if the advisory committee had been meeting. The advisory board met in May 2003. A meeting was scheduled for September 2003 but was not held. There are currently no waivers or immediate need to be discussed by the board stated Mr. Gardner. Councillor Simmons stated that she felt the advisory board should meet. The ordinance calls for quarterly meetings commented Mr. Gardner.

Councillor Simmons stated that she wanted more information about the status of the AECE contract and waiver; would the waiver be re-granted and the evaluation by the City for the need for waivers.

Mr. Gardner stated that five waivers were granted, two entities had yearly contracts; one entity had a four-year contract; one entity had a competitive bid contract for three-years and one waiver was to AECE for the length of the contract.

Councillor Murphy stated that the ordinance should take into consideration the difference between wage and non-wage benefits.

At this time Councillors Simmons, Davis and Murphy submitted the following motion:

ORDERED: That the City Manger be and hereby is requested to provide the City Council with the following information regarding the living wage ordinance:
- Status of waivers
  1. Formal status of the Living Wage Community Advisory Board (CAB) and its full complement
  2. Copies of any written testimony provided to the CAB

This motion – carried on a voice vote.

Councillor Simmons commented that the Human Services Committee would meet again on this issue. Quality childcare givers must be secure, but workers must be paid a living wage. She wants to get a win/win resolution for all parties. But more information is needed. Then a recommendation from this committee would be forwarded to the City Council. Another meeting would be held after the CAB meets on July 19, 2004.

Committee Report #2
The Public Safety Committee held a public meeting on Wednesday, June 16, 2004 beginning at three o’clock and fifty minutes P.M. in the Ackermann Room.

The purpose of the meeting was to discuss community meetings on summer safety in Cambridge neighborhoods.

Present at the meeting were Councillor Henrietta Davis, Chair of the Committee, Richard Rossi, Deputy City Manager, Ellen Semonoff, Assistant City Manager for Human Services, Ronnie Watson, Commissioner of Police, Dave Degou, Superintendent of Police and Deputy City Clerk Donna P. Lopez.

Councillor Davis opened the meeting and stated the purpose. She asked what has been done to plan community meetings.

Commissioner Watson informed the committee that community meetings have been held in two neighborhoods. The Riverside community meeting is scheduled for June 17th. At the Cambridgeport community meeting issues were identified around security at the Graham Park School. This resulted in a walk around and the issues outlined by the community were addressed. The Area Four meeting was held on June 10th. Councillor Simmons had requested that the Police meet with the community to address issues such as:

1. What should the police be doing;
2. What should the community continue to do to address safety issues; and
3. What could the police and the community do to work together.

He further informed the committee that foot patrols would occur in the three neighborhoods between the hours of 6:30 –11:30 p.m. and 11:30 p.m. - 4:30 a.m. This is a Problem Oriented Policing Proposal (P.O.P). There would be two-foot patrol officers for the three neighborhoods at a cost of $110,000 in overtime. The Bike Officers would be supplemented to patrol parks. Traffic Enforcement units will be working at the Senior Centers. The police can be called if problems arise and will meet with the committees on an ad hoc basis. The foot patrol would be staffed as overtime.

Councillor Davis stated that foot patrols in the neighborhoods of Area 4, Cambridgeport and Riverside are a good step. She asked Commissioner Watson how would the foot patrols be staffed. Commissioner Watson stated that the foot patrol would be covered by overtime. There has been a rash of spray painting in North Cambridge. Officers covering the foot patrols may need to be assigned to North Cambridge to patrol this area. Councillor Davis reiterated that if six officers sign up for the foot patrols they would be moved around to other problems areas. She commented that the City needs to track the staff and how many actual foot patrols were done in the three neighborhoods. This can be done stated Commissioner Watson. Park and walks will also supplement this effort. Each officer has been assigned to a crosswalk to do enforcement. Foot patrols would not have been able to cover the area in North Cambridge where the spray painting occurred. Deployment of foot patrols is based on an analysis done by the Police Department. Officers are moved based on crime patterns. The Margaret Fuller House is working with the Area Four neighborhood to help with other safety efforts. He cited an example of increased porch lights in the community. He informed the committee that the Police Department is conducting a one-day basketball tournament open to the twelve neighborhoods. The Commissioner has assigned five Deputy Superintendents as liaisons to help identify problems and to evaluate resources needed to the following locations:

Margaret Fuller House;
Tutoring Plus;
Scholarship Volunteers;
Community Arts Center; and
The Cambridge Community Center

Funding has been provided by a donation from a Cambridge resident to these five organizations.

Councillor Davis asked about follow-up by the Police Department.

Commissioner Watson stated the Police would meet with the community whenever the community wants a meeting.

Mr. Rossi stated that the Liaison Program would be evaluated.

Commissioner Watson informed the committee that Police Sergeants and Lieutenants have attended the meetings in the Area Four community. A Police Youth Academy was held at the Margaret Fuller House. Ms. Semonoff stated that the Police Youth Academy was enormously successful.

Commissioner Watson has convened two meetings on a Re-Entry Program for juveniles and adults to identify the specific needs of these two groups. He would be writing a grant for this program. He wanted the Health Department involved in the program. He wanted faith-based organizations to be the recipient of the funding. Councillor Davis wanted the Public Safety Committee involved in the Re-Entry Program.

Councillor Reeves convened the meeting and explained the purpose. He distributed an agenda for the meeting (ATTACHMENT A).

Introductions were made. Councillor Reeves asked Richard Rossi to address the assembly.

Mr. Rossi summarized that the City Manager appropriated funds so that the City of Cambridge can establish an initiative to promote business in the city. The City Manager is interested in what proposal comes back from the committee.

Councillor Reeves stated that the task is to come up with a coherent Cambridge effort for July. The committee structure and the Web Page were discussed at the last meeting. The City Council was more specific about what it wanted the committee to do; nine points of view were expressed. The money should be spent to leverage, to be non-partisan and to promote Cambridge now and in the future. He informed the committee that an event planner group would not be going forward with the city.

Councillor Simmons stated that the City Council is excited about doing the event. The event is not a party; it is an opportunity to highlight the economic benefit for Cambridge. The committee discussed what is the plan.

Ms. Thieringer stated that the promotional deadline has past. She suggested that the Website be developed quickly and to link it to the Boston 2004 or the Office of Tourism site. Councillor Reeves asked if there is a Website. Boston has a Website, but Cambridge needed its own site said Mr. Rossi. Ms. Hart stated that Cambridge could develop a Website but it needed to be started now. The calendar could be transported over to the Website. Mr. Rossi suggested that a group be established to work on the Website making the links and updates.

WORKPLAN FOR WEBSITE
Mary Hart, Ini Tomeu, Robyn Thieringer, Deb Eisner and Steve Sillari would work on developing what Cambridge should have of the Website including the links, updates, overview message, city squares and establishing a Press Room.

The committee discussed getting information to the delegates. Congressman Capuano’s office informed the convention people that they would pay for inserts into the delegate’s bags. Events needed to be advertised, should be attention grabbers and be placed in the delegate bags. Mr. Rossi and Ms. Thieringer would work on this matter. Councillor Simmons stated that she would like the approach to be if Cambridge could insert into the delegates bag and if Cambridge is not able to place an insert into the delegates bag. Mr. Sage stated that no attention is paid to the bag. He favored pushing the Website.

Mr. Barnes stated that the media must be accurate. He cited the location of the Museum of Science being in Cambridge, not Boston. The restaurant association "star power," he said is in Cambridge. The committee next discussed the "Taste of Cambridge."

Mr. Bill Goodwin, owner of the Asgard Restaurant, stated that he was the past chair of the "Taste of Cambridge" event. The "Taste of Cambridge" held last September was a success and included the participation of thirty-five restaurants. If Cambridge would like to move this event to July the event coordinators need to know as quickly as possible. This is a charity event and there are sixty restaurants that would like to participate this year. If it rains the event could be moved inside at Tech Square. The price of the tickets may go up from $25.00 to $30.00. The "Taste of Cambridge" is a great venue to showcase Cambridge, he said. Mr. Rossi asked how many tickets are sold. Mr. Goodwin responded 1,000. Vice Mayor Decker stated that she favored the "Taste of Cambridge" in July, but wished that the price for the tickets would not increase. The week of July 26-29, 2004 when the DNC is occurring would also be the busiest time for the restaurants. Mr. Goodwin stated that the timing of the "Taste of Cambridge" should be a week before the DNC. Mr. Clifford suggested having a celebrity entertainer in Tech Square. The restaurants could be charged to set up to sell food. Tech Square is willing to provide space for the "Taste of Cambridge," but if more activities are planned this would need to be discussed with MIT. The Strata Center is about to open stated Councillor Reeves. This building will be one of the hottest spots of interest. Mr. Goodwin stated that the "Taste of Cambridge" would be happy to move forward. Councillor Reeves informed Mr. Goodwin to go forward.

Councillor Reeves stated that Cambridge should focus on the press rather than the delegates. Mr. Sage stated that everyone would be trying to get to the press. The press, he said, must be approached early, even before the press gets to the convention. He suggested developing 500 story lines about Cambridge hoping that the press will jump on a story line. Ms. Van Gelder informed the committee that she has done media coordination. She suggested promoting one big idea that contains the 500 story lines. She cited an example of a tag line as "Cambridge is a place of ideas." She suggested linking universities with celebrities, education with environmental issues or local with academics.

Mr. Sillari informed the committee that CCTV has received an offer from "Democracy Now" to use the CCTV studio. Comcast is being asked to finance. Vice Mayor Decker stated that she would accompany Mr. Sillari to discuss this matter with Peg Sullivan. An MTV event with Matt Damon and Ben Affleck is being planned. Councillor Reeves stated that Matt Damon and/or Ben Affleck should be present or co-host the Cambridge DNC event kick-off. Ms. Johnson stated that the delegates are from out of town and should be provided with information on transportation and subway maps outlining how to get to Cambridge.

Councillor Reeves distributed a list of state delegation party venues (ATTACHMENT B). He stated that he wanted a Cambridge reception with celebrities being invited to the reception. Ms. Tomeu suggested that Ben and Matt be honorary chairs. Female celebrities are needed stated Councillor Reeves. An unidentified male suggested bundling idea, innovation, inspiration and education; the points of lights. Councillor Reeves stated that there is a technology trail of first events that occurred in Cambridge.

Councillor Simmons suggested that there be a correlation between the delegate’s state and the state of Massachusetts in an effort to relate their experience to Cambridge. She also suggested advertising the fact that Cambridge is a walking city.

Councillor Reeves discussed the corporate fund raising/sponsorship. The goal was to enlist big name celebrities and to make residents feel a part of the DNC Convention. He stated that it would be revealed within one-month time if it is realistic to raise corporate sponsorships. Mr. Clifford stated that fund raising must be done as soon as possible. The World’s Fair is not held due to lack of funding. He urged that a list of corporations that are will to give money be secured. Councillor Reeves stated that creative ideas are needed for fund raising. He proposed a series of meetings with potential donors using a Power Point Presentation. Mr. Sage stated that he agreed with the ideas on fund raising, but urged caution so as not to incur the ire of the City of Boston. The Boston 2004 Website outlines a detailed process for in-kind contributions from companies. Mr. Clifford stated that it is worth going through the detailed process.

WORKPLAN FOR FUNDRAISING
Councillor Reeves appointed a committee to work on fundraising. The committee consisted of Councillor Reeves, Councillor Simmons, Vice Mayor Decker, Mr. Sage, Mr. Clifford, Mr. Parravano and Ms. Jillson.

For the next meeting Councillor Reeves stated that a list of 100 people would be identified as potential sponsors.

The committee brainstormed and listed "What is special about Cambridge" (ATTACHMENT C).

Councillor Reeves instructed the Deputy City Clerk to secure historical information about Cambridge from the Mt. Auburn Cemetery and from the Historical Commission. (ATTACHMENT D AND E)

Ms. Johnson provided a list with the names and addressed of the Cambridge DNC Host committee. (ATTACHMENT F)

Councillor Reeves opened the meeting and stated the purpose. At the last meeting a presentation was made about the Web site and links to the DNC and the Office of Tourism Web sites. At this meeting there will be an update from Mary Hart on the Web site and an update from the Arts Council on an Arts Fair.

Ms. Hart brought a list of links for the Web Page (Attachment A). She outlined the "Destination Cambridge" Page (Attachment B). The right side of this page could be used to list the events in Cambridge, she said. Ms. Tomeu stated that the link page needed to be broadened. She developed a draft welcome message (Attachment C). The Office of Tourism has a cultural calendar. The City would use the Tourism Calendar and add Cambridge DNC events to this calendar. Ms. Thieringer commented that the Tourism Calendar could be broken out to the specific DNC dates. Vendors who are certified to do business with the DNC could be highlighted. Councillor Reeves requested that the hotels be provided with the Vendor Certification List broken out by service. He wanted more pictures on the Tourism site. He asked Mr. Lucey to see if Harvard would mention Cambridge on its Web page. Councillor Reeves thanked the Web Site Committee and encouraged the committee to continue developing the Cambridge DNC Web Page. Councillor Murphy asked if Cambridge could have a link to the DNC kiosks that are in every hotel. Mr. Sage stated that he has not heard about these kiosks. Mr. Rossi stated that if the kiosk were sponsored and run by the DNC it would be difficult for Cambridge to gain access to the kiosks. Councillor Reeves requested Ms. Thieringer to report back to this committee at the next meeting about the hotel kiosks.

Councilor Reeves stated that he met with the Arts Council to discuss an Arts Fair. He requested Mr. Weeks to outline his report (Attachment D). Mr. Weeks stated that the factors that were reviewed were other festivals like the River Festival, size, proximity and other events held in the area and the feasibility of holding an Arts Fair on July 26th and 27th. There are one hundred and ninety seven shows occurring with thirteen being held in New England at the time that the DNC is being held. Other items reviewed were the structure of art fairs, the application time and the number of artists involved. Newport, he said, includes a walking tour. The City would be involved in the logistics and the permitting process of the Arts Fair. He recommended that a coordinator be hired to streamline the process and provide communication. He identified the following locations for the Arts Fair:

Cambridge Common;
Sennott Park; and
Canal Park.

Areas that should be rejected due to lack of access to Mass transit were:

Danehy Park;
Glacken Field;
Riverside Press Park; and
Donnelly Field.

Other locations that were rejected due to a low visibility and foot traffic were:

University Park;
Russell Field;
Hoyt Field and; and
Joan Lorenz Park.

Central Square was reviewed as a possible site for an Arts Fair. The side streets would need to be closed. Food vendors should be kept to minimum. He informed the committee that the projected budget for an Arts Fair is $13,000. The economic impact is that it makes sense to highlight the local artists. He also outlined the additional resources. A fee of $100.00 to $200.00 would be the cost for a booth rental and its not included in the projected budget. Councillor Reeves thanked the Arts Council for the comprehensive report.

Councillor Reeves stated that the motion is to work on Cambridge events focusing on the month of July. The delegates may come to an Arts Fair if it were held in Cambridge Common; it is close to public transportation.

Mr. Rossi asked if rain dates were planned. Art Fairs are difficult to pull off in inclement weather stated Mr. Weeks. Artists do not put their goods out in bad weather. Mr. Rossi stated that an alternative indoor site should be considered. Vice Mayor Decker stated that it was a feat for the Arts Council to get the Cambridge event on the Cambridge Common. In answers to a question Mr. Weeks stated that only visual arts were reviewed. Councillor Murphy stated that the street performers could be on the streets around the common.

Councillor Reeves commented on the next steps. He suggested that the vendors listed in the Arts Council Report should be contacted for their input. Displacement of street vendors in Harvard Square is an issue.

Vice Mayor Decker asked if there would be a child’s fair. This could be reviewed stated Mr. Weeks. Ms. Beal stated that a child’s fair would interfere with the street performers, but street performers could be identified who are supporters. Caricatures could be done stated Mr. Rossi. Human Services "Arts in the Park" could be identified stated Ms. Cicala.

Councillor Reeves stated that the next steps are:

- Mr. Rossi would meet with the Arts Council.

A discussion ensued about the "We The People" Democracy Project discussed at the last meeting. Ms. Cicala stated that Mr. Fernandes stated that the banners being placed on poles should be small. The cost of the hardware installation for the banners is $10,000. The Mayor would request NSTAR to fund this project. The banner manufacturer would supply recycled banners to be painted. The grant would cover $2500.00 of the cost. Councillor Reeves suggested that the Harvard and Central Square Business Association should be contacted.

The committee next discussed plantings on major gateways to the City.

Councillor Reeves stated that DNC is an occasion to bring dignitaries to the Cambridge area and he wants Cambridge to put its best foot forward. Ms. Peterson spoke on seasonal plantings done by the City at thirty different locations, specific parks and public buildings. By July Vellucci Park and Arsenal Square should have plantings. The City has reviewed doing hanging plantings, but this is a challenge because of daily water requirements and maintenance. Harvard Square could be augmented with hanging plantings. Central Square would be reviewed for hanging plantings.

Commissioner Peterson stated that she would need more information as to where Councillor Reeves expects plantings. She would encourage large property owners on Massachusetts Avenue to do plantings.

Councillor Reeves responded that he would like plantings on the corridors and the entrances to Cambridge, on Massachusetts Avenue by MIT down to Porter Square. Cambridge Street should also be identified because of its proximity to the Fleet Center. Mr. Rossi stated that Massachusetts Avenue would be undergoing major renovations. In response to a question from Councillor Reeves about Lafayette Square, Commissioner Peterson stated that temporary fencing would be installed. The construction in this area would be completed by August. Mr. Rossi spoke about encouraging landscaping companies to adopt areas and obtain free advertising. Councillor Reeves stated that he supports the planting efforts and requested the planting efforts to move forward.

Mr. Rossi commented that the wording on the banners needs to be decided.

Councillor Reeves asked Vice Mayor Decker for an update on Ben Affleck and Matt Damon. Vice Mayor Decker stated that Ben and Matt are interested in participating in the Cambridge event, but they need to know the dates. Ben is working on a movie during the DNC time period. The town meeting would be planned in the next week. A national dialogue will occur about politics. Mr. Larry Ward is organizing the Human Service workers symposium. Mr. Michael Dukakis will speak. MIT has offered space for this event.

Councillor Reeves stated that the Taste of Cambridge must be kept in the forefront. Mr. Rossi informed the committee that a meeting on the Taste of Cambridge would be held on April 7, 2004.

Ms. Thieringer informed the committee that the Cambridgeside Galleria Mall is interested in doing a youth rally and voter registration. Representatives from the mall need to be invited to this meeting. The Deputy City Clerk is to invite Nessa O’Brien from the Cambridgeside Galleria Mall to the next meeting.

Vice Mayor Decker stated that the public relation piece needs to be packaged. Ben and Matt give Cambridge the public relation piece, stated Councillor Reeves. He further stated that Russell Simmons would come to Cambridge and bring other hip-hop celebrities. The Charles Hotel is available as a site for a dialogue with Ben and Matt. Ms. Zunz stated that the Charles Hotel requests to be considered as a site for the Cambridge DNC event. Vice Mayor Decker stated that other venues, including the universities are being reviewed. Ms. Zunz stated that the Courtyard has not yet been booked. The Charles Hotel has reserved tents. There is also the capabilities of broadcasting on large screen.

Councillor Reeves asked Mr. Lucey about availability of space at Harvard sites. Mr. Lucey responded that groups are renting the Harvard Facility Club and other facilities. Councillor Reeves informed Mr. Lucey that one or two days at Saunders is needed. This committee needs information from Harvard University and MIT about available space to hold events

Councillor Reeves scheduled the next three meetings of the Committee: April 8th, 13th and 20th, 2004

Ms. Tomeu asked Councillor Reeves about hiring a national media person. This has not occurred; cost is a factor.

Mr. Clifford suggested Matt and Ben traveling down Massachusetts Avenue in motorcade and making stops at various music establishments.

Councillor Reeves suggested a parade and include day campers; girl scouts, boy scouts and little league. Parades are a lot of work, are fun and bring people together. Mr. Rossi cautioned that the City’s emergency service employees are going to be on call for the DNC. Ms. Jillson stated that parades are fabulous. She supported a parade. Ms. Thieringer stated that the best press coverage would be to have a parade at the beginning of DNC. Ms. Jillson wanted to make sure Cambridge residents are included in the parade.

Mr. Clifford stated that fund raising needed to be dealt with now. By April 15, Councillor Reeves hoped to have some information about the funding. He planned to have a small meeting on finance planning. Mr. Clifford stated that the cost of a parade is $35,000. Security is incurred by the City stated Mr. Rossi. Councillor Reeves and Mr. Clifford would come up with cost of motorcade and parade. A parade could get media coverage from Municipal Cable stated Councillor Reeves.

Councillor Toomey asked the Public Works Commissioner to provide an update on Cambridge Street Construction.

Councillor Reeves directed Deputy City Clerk, Donna P. Lopez, to provide copies at the next meting of "What’s Important About Cambridge".

The purpose of the meeting was to continue discussion on planning events in Cambridge for the month of July.

Councillor Reeves opened the meeting and stated the purpose. There would be an update on various matters, he said. He informed the committee that last Friday, April 2nd two things happened:

1. He had a meeting with Senator Kerry and

2. He met with the Democratic National Convention (DNC) Committee about what is happening in Boston. He has learned that Boston is where Cambridge is; funding is allusive, focus in Boston will be on the Month of July with the first three weeks in July having a theme. The themes are as follows:

1st week – diversity;
2nd week – Innovation; and
3rd week – Creativity.

A group of Boston Icons has been designated. A press party would be held on Saturday night. A kick off would be held on Sunday at City Hall Plaza. The delegation parties have been spread out all over Boston; the parties were parceled out so that each City Council district would have one; busses would be provided for the attendees.

Vice Mayor Decker stated that Boston has access to the whole media list. She asked when would Cambridge have access to the list especially as it relates to the "Taste of Cambridge" activity. Tickets to this event would be provided to the media people. There is still time to get something into the delegate bags; preferably a product. Councillor Reeves suggested an umbrella with advertising beneficial to Cambridge. He stated that there are two types of bags: 15,000 media bags and 15,000 delegate bags. A product is needed by June 1st at a cost of $10,000 per 15,000 bags. Mr. Rossi stated that Congressman Capuano may do this for free.

Councillor Reeves asked what is more important, the bags or media coverage. Is the cost of $30,000 worth it? Ms. Thieringer stated that it would be good to have something meaningful about Cambridge in the bags. Mr. Rossi suggested a credit card that would entitle the user to receive a discount at restaurants, hotels and the mall. This might bring people to Cambridge. An umbrella would be stuck into the delegate’s suitcases. Ms. Thieringer thought that the credit card is a good idea. If the card were kept generic vendors could add or withdraw from the card use.

Mayor Sullivan commented that people who are here before the convention would spend money. The young democrats would be here before the convention. The Stonewall Democratic Convention would be held in Providence, but attendees would come to Cambridge. Ms. Thieringer suggested giving the credit cards to people as they come into the Cambridge hotels. Councillor Simmons asked if the credit card could be used as a tracking mechanism to measure the economic impact to Cambridge. In response to a question from Councillor Reeves, Ms. Johnson stated that the credit cards could access the economic impact, but there would have to be something that collects this data. Ms. Thieringer stated that she would check the program in Boston. A special swiping machine would be required. Mr. Shait stated that the only way to access this information is to use a separate machine. This is very expensive. He suggested relying on retailers who accept the credit card to provide this information. Ms. Johnson suggests using a coupon instead of a credit card because the coupons can be collected. Councillor Reeves requested a report from Ms. Thieringer, Ms. Johnson and Mr. Shait on whether using a credit card made sense and if Visa or MasterCard could sponsor the events. Ms. O’Brien stated that there is insufficient time for Visa and MasterCard to sponsor the events. Councillor Simmons stated that she liked this idea. She suggested a "Cambridge Credit Card" with some financial benefit to the scholarship program. She submitted the following order:

ORDERED: That the City Manager be and hereby is requested to assign appropriate personnel to research, explore and evaluate the possibility of a Cambridge Credit Card that would provide financial benefit to the scholarship program in Cambridge when the card is used.

The motion – Carried

Councillor Reeves stated that Cambridge could have a special card for use at the CambridgeSide Galleria Mall. He also suggested that the delegates’ rooms have a gift for them, such as a hospitality gift. The committee next had an update on the web site.

Ms. Hart stated that the links on the web site are only half way there. The arts and entertainment would link to the Office of Tourism site. This site could be made live today and could be a work in progress. She informed the committee that she requested Harvard University and Democratic National Convention Boston 2004 committee to add Cambridge to their site. The Boston 2004 does not have room on their site to link to Cambridge, she said. The Portal Page is no cost to the City she said. Mr. Rossi next updated the committee on the "Taste of Cambridge".

On April 7th, Mr. Rossi met with the Cambridge Liquor Advisory Board (CLAB) to discuss the "Taste of Cambridge". Mr. Barnes stated that the proposed dates for the "Taste of Cambridge" are Wednesday, July 14 or July 21, 2004, to be held at Tech Square. There is a need to sell one thousand guaranteed tickets to break even. Cambridge was expected to buy a block of tickets. Forty establishments would participate and celebrity chefs would be highlighted. The specifics need to be confirmed so that sponsors could be contacted. Councillor Reeves spoke about the food and wine event at Cyclorama. Mr. Barnes stated that CLAB includes liquor establishments. Ms. Thieringer stated that the major chefs should be consulted about which date is better. Councillor Reeves stated that advertisement of the event should include who is participating in the event. In response to a question Mr. Barnes stated that Shelter Inc. was the beneficiary of the charity event last year. Mr. Parravano suggested the recipient this year be The Community Learning Center, or charities in the Tech Square area. The City would sponsor twenty-five percent of the "Taste of Cambridge" for $5,000. The organizers would raise $20,000 from sponsors. The $5,000for the tickets would be the economic linkage because this would help Cambridge residents. Councillor Reeves favored the event held on July 21, 2004. He proceeded to receive an update from the Arts Council.

The representatives from the Arts Council distributed an update on the Art Event in Cambridge to be held during the week that the DNC is being held (ATTACHMENT A). Ms. Beal stated that the Cambridge Common was the strongest location to conduct the art event to focus on Cambridge artists. A national effort is not possible because of the time. Coordination is needed to handle the logistics and provide assistance for funding. Artist outreach was done. The response was good. Feedback was given on logistics and practicalities. Concern was expressed about a weekday event (7/26– 7/27). Transportation issues were discussed. The location of Cambridge Common provided a link to other events. The Arts Council recommended a Boston Landmarks Orchestra, (BLO) a Cambridge based company. The BLO is thrilled to participate in an art event and would raise $7,500. The cost for each concert is $10,000. The City would be responsible for $2,500. There would be two concerts. The BLO has a media partnership with Channel 5; they have a profile narrator. Municipal cable could broadcast. The BLO attracts an audience of all ages. She outlined the logistics involved:

A budget was prepared. A one-day event would cost $16,370; $21,030 for two days. Mr. Rossi stated the City would take care of City issues. He asked Ms. Beal about the City’s experience with the BLO. The BLO did a concert "Make Way for Ducklings" last year and six hundred people attended, stated Ms. Beal. She further stated that advertisement by Channel 5 is aggressive. The BLO is a professional organization and have started building a City audience. Previous BLO funders have pulled their funding because the funders are going to the DNC. Ms. Rawlings stated that this is a great idea. She asked how did you arrive at the concert times. The times are flexible stated Ms. Beal. Councillor Reeves stated that this matter should be referred to an Executive Committee to decide. He thanked the Arts Council for their updated report.

Councillor Reeves asked Mr. Parravano to provide the address of the Strata family for the next meeting. He stated that the arts are broader than Cambridge. The city wants art as opposed to Cambridge art. Councillor Reeves distributed an outline: DNC Activities, Action Items and Considerations (ATTACHMENT B).

Councillor Reeves stated that there is a lack of a theme. Ms. Tomeu outlined the website of Destination Cambridge and suggested that there should be consistency.

Councillor Reeves spoke about the committee structure. Next week an Honorary Committee would be named. The Executive Committee would be a working group. The time of the concert needed to be discussed – Monday and Tuesday versus the weekend. The weekend is better. Mr. Murtha urged that the events should not be planned to attract the delegates. Ms. Fleishman suggested Sunday and Monday for the concert. Mr. Rossi stated that events held on Sunday attract residents and Monday would attract the kids from the various camps. A finale could be held Monday evening. Councillor Reeves discussed a parade. He suggested that the parade be referred to the Executive Committee.

Councillor Reeves next discussed a jazz festival. He asked Ms. Zunz what are the programs held at the Regatta Bar in the summer. The space is used for parties and private performances; comedy shows occur on Tuesday, stated Ms. Zunz. Councillor Reeves commented that the nighttime attractions in Boston are pitiful.

Mr. Clifford asked for an update on Matt Damon and Ben Affleck. Their scheduling is still an issue stated Councillor Reeves.

Councillor Reeves stated that symposiums would be occurring around the major events. He would like to have 8-10 symposiums held with on-line registration. He would like to add a symposium on environmental issues such as global warming and the increase in the occurrence of asthma. Mr. Rossi commented that the subject of asthma is a big growing issue. Ms. Rawlings spoke of Bill Clinton’s efforts to get AIDS drugs into Africa at affordable prices. Mr. Barnes also suggested a symposium with Mr. Juan Enriques. Councillor Reeves commented on the historical connection to important Cambridge democrats. He asked Ms. Rawlings how would one research Cambridge residents who were democrats to do an exhibit. Ms. Rawlings stated that the Historical Commission’s focus has been on buildings. If Cambridge could display information about famous democrats in Cambridge such as Mayor Emeritus Alfred Vellucci, Mayor Emeritus Walter J. Sullivan and Thomas P. "Tip" O’Neill, it would be beneficial to Cambridge, said Councillor Reeves.

Mr. Clifford asked about the fund raising efforts. Councillor Reeves stated that he hopes to obtain the names of about twenty large corporations and/or individuals and have teams make a presentation to them in the hope of getting them to sponsor the events in Cambridge in July. He anticipated starting the fund raising efforts this week.

Councillor Reeves opened the meeting and stated the purpose. He distributed an agenda (Attachment A). He asked for an update on the Website. The Website is ready to go live stated Ms. Tomeu. Events can be added to the site. Ms. Thieringer informed the committee that the Office of Tourism web person would be contacting MIS to link to the Office of Tourism Calendar. Ms. Cheung stated that the city is all set with the link. A copy of the Website was distributed (Attachment B).

Councillor Reeves asked for an update on the credit card. Ms. Johnson stated that she discussed the credit card proposal with Ms. O’Brien from the Cambridgeside Galleria and reported that there was insufficient time to implement the credit card. She researched different credit cards that could be used. A debit or loyalty card requires a point of sale system and is distinguishable from regular credit cards. A specific machine is required to read the card. There could be a problem with the amount of possible sales. A gift card would require being purchased at a specific place. Merchants would track information. The gift cards cost $1.00 – 1.50 to produce and there is a processing fee. She called banks about short-term credit cards but did not make contact with the banks. In response to a question from Councillor Reeves, Mr. Shait stated that the Cambridgeside Galleria stayed with paper cards; gift cards were not used due to fee charged customers. Gift cards also have to be loaded with money. If Cambridge wanted to do a Cambridge card the merchants would have to track the information. Ms. Thieringer informed the committee about a program called Boston USA, which could be limited to Cambridge. The program contains a card, lists information and contains a map. The merchants would add the value. This is a good option. She would do more research on Boston USA. Councillor Reeves asked Mr. Shait if convention attendees use coupons. Mr. Shait responded about five percent. Mr. Rossi suggested using coupons just at Cambridge hotels; this would capture people staying in Cambridge. Redemption would be high because the coupons would be turned into other events stated Mr. Shait. Councillor Reeves stated that this seems more work than it is worth.

The Committee discussed the Honorary Committee. Mr. Rossi suggested adding Jackie O’Neill to this committee. Councillor Reeves stated that this is the last call to add names to the committee.

Councillor Reeves suggested that the Art Fair in Harvard Square be moved to a weekend date. It should be Arts and Food on the Cambridge Common. Mr. Gilmore suggested using Harvard Stadium. If Harvard Stadium were used the turf would need to be returned to its original condition stated Councillor Reeves. Ms. Beal commented that Harvard Stadium is in Boston. Food, she said, was not mentioned in the Arts Council proposal. It was hoped that art fair attendees would trickle out to Cambridge businesses.

Mr. Myers asked Councillor Reeves what was the main focus of the celebration. Councillor Reeves responded the focus was a month long celebration of activities in July including an art and jazz fair and symposia events. A discussion occurred about food. Mr. Barnes stated that in previous fairs vendors were not connected to Cambridge. The arts did not have to be from Cambridge, stated Councillor Reeves. The art fair should be complimented with appropriate food. Ms. Rawlins asked if the BLO would be part of the art and food fair. Councillor Reeves stated that he would like to hear something from the BLO, but the musical piece would be newly composed. Mr. Rossi stated that the art festival would have a lot of citywide interest. The community would support this type of an event. It is a community-based activity including artists. The use of the Cambridge Common will draw a crowd and the activity has the potential to grow. He hoped that the city goes forward. Mr. Gilmore asked would the delegates who had to get from Boston to Cambridge be provided transportation to show the delegates Cambridge. Some delegates are staying in Cambridge and the press would be here commented Councillor Reeves. He informed Mr. Gilmore that Cambridge has decided not to chase the delegates and to make Cambridge exciting in July. Mr. Gilmore suggested utilizing the hotel concierge.

Councillor Reeves stated that he agreed with Mr. Rossi that the art and food festival would be a success. The challenge is to get a cross section of art. The Cambridge Arts Association should be used. He would meet with Mr. Rossi and the Arts Council after this meeting. A parade could be held in July. Everyone could participate including camps, youth and sports organizations. The parade could be held in the evening. Mr. Clifford commented that a parade is a lot of work, is expensive and takes organization. Mr. Myers spoke of the natural strength of the City. Does the city have to recreate the diversity of the City especially with all the museums in the City? A parade committee would have to be appointed with Ms. Jillson on this committee.

Councillor Reeves asked Ms. Thieringer what would the volunteers do. There are twelve senior citizens who staff the Harvard Square booth with one part-time staff person. The Office of Tourism has not been approached for volunteers. Ms. Lapidus has been successful securing volunteers. The booth would be staffed, but vacations occur in July, started Ms. Thieringer. Mr. Clifford stated that there were one hundred volunteers at the Central Square Fair. It is a long process to get volunteers, he said. There is a Senior Volunteer Clearinghouse, stated Mr. Weeks. Councillor Reeves suggested welcome tables at various squares to distribute maps and vendor coupons and to say hello. Mr. Rossi stated that a coordinator was needed. Councillor Reeves suggested Ms. Carvello be the coordinator.

The committee next discussed fundraising. Councillor Reeves stated that he spoke with a marketing person to get media sponsors to leverage corporate sponsors. He distributed a list of Media Companies and Corporate Sponsor Ideas (Attachment C). He spoke about securing pages at the Phoenix. With the media sponsor section corporate sponsors would be added. Fundraising is a big undertaking. The timeline for fundraising is April. He asked Mr. Parravano about the Stata Family. Mr. Parravano would help prepare a letter to be sent to the Stata Family. The Stata Center Architect, Frank Gehry, is famous and needs to be packaged. Mr. Parravano stated he would review available space at MIT for events. Councillor Reeves asked Mr. Parravano and Mr. Lucey what types of things are done by the universities around commencements and renunions, which would help the fundraising efforts.

Media Coverage was discussed. Ms. Fleishman spoke of hosting Democracy Now. Mr. Sillari commented that Democracy Now would be broadcast from CCTV. Councillor Simmons suggested a joint meeting between the Economic Development, Training and Employment Committee and the Cable TV, Telecommunications and Public Utilities Committee to discuss the issue of media coverage.

The committee discussed the Taste of Cambridge. Ms. Thompson asked if the Taste of Cambridge was still on in July. Councillor Reeves responded in affirmative. Ms. Thompson wanted to discuss the financial issue. She was referred to Mr. Rossi to discuss financing. The Taste of Cambridge would go forward for July 21, 2004. The City committed to purchase 5,000 tickets.

Councillor Reeves cancelled the meeting scheduled for Tuesday, April 20th. He scheduled the next meeting for Tuesday April 27th.

Councillor Reeves opened the meeting and stated the purpose. At the last meeting, he said, subcommittees were designated (Attachment A). He proceeded to hear from the subcommittees.

Councillor Reeves reported for the Timeline subcommittee. The timeline is incomplete. Fund raising is being done in April and May. The Symposia subcommittee reported next.

Mr. Sillari, Chair of the Symposia subcommittee, stated that Vice Mayor Decker has done work with Comcast, MTV, Ben Affleck and the Human Service group. He spoke about possible symposia "Youth Out to Vote." Youth leaders are being enacted to discuss this issue. Ms. Johnson informed the committee about Professor Ogletree running a program called "Saturday School." Councilor Reeves stated that he wants to jump-start a series of symposia in July. Mr. Sillari stated that creating symposiums are difficult. The subcommittee would like a list of those that are currently ongoing. Mr. Parravano stated that a Human Service Providers Symposium is scheduled for July 20, 2004 at 7:00 P.M. at Kresge Auditorium. Vice Mayor Decker is working with Larry Ward to get panelists. He stated that the Master Calendar at MIT has performing art activities that are free in July; these activities should be listed as activities. These are also professional society and Bible discussions. Councillor Reeves stated that his goal is to have eight symposiums. He stated that Brown vs Board of Education is a potential symposia. Jesse Jackson and Bill Clinton are needed as speakers on national politics. Professor Ogletree has a lot of contacts, which should be tapped. Cambridge cannot get media coverage without celebrities. He spoke about Dr. Epstein, an Infectious Disease and Aids Doctor and Meryl Strep to discuss sagebrush as a symposium. Councillor Reeves asked the Symposia subcommittee to double their efforts to create symposiums. The Jazz Festival subcommittee reported next.

The Jazz Festival subcommittee met. A Jazz Festival should be held all month stated Councillor Reeves. The subcommittee proposed the Saturday before DNC convention to close Massachusetts Avenue between Lafayette Square and Au Bon Pain in Harvard Square. Nine musical stages would be erected. Each stage would be different. He used the following example, one stage could be for children, one for dance, one for rock music, one for Gospel Music, one for Latin and one for Irish music. He stated that Matt Damon and Ben Affleck could kick off this event by traveling by motorcade to each stage. The press could follow the motorcade and each stage is publicized. He was not interested in food but wanted liquids. The Art Fair would be held on Saturday and Sunday. There is a cost of $10,000 per stage. This may work with sponsorships. He asked for feedback. Mr. Sillari liked the idea, but stated food is needed. Mr. Rawlins stated that there are restaurants along Massachusetts Avenue. Restaurants cannot accommodate the expected crowd stated Councillor Reeves. Mr. Rossi liked the idea but stated his concerns about the logistics of closing Massachusetts Avenue and the cost. It is easier to shut down Massachusetts Avenue on Sunday. Mr. Clifford stated that a big media splash is needed and with the number of stages proposed celebrities are also needed. Mr. Rossi cautioned that on Saturday, July 24th the least amount of police personnel are available. The Arts Fair is being held the week before. The proposed date for the Dance party is July 23rd. Mr. Clifford proposed the Art Fair be held on July 17th. Ms. Bowdoin stated that she liked the idea of a jazz festival but arts, crafts and food are needed. Music is not enough. Mr. Clifford commented that each day that passes it becomes difficult to pull things together. Mr. Rossi again stated that it is a massive logistical problem to close Massachusetts Avenue to Harvard Square. Massachusetts Avenue from Central to Kendall Square would be easier to close. Mr. Clifford asked about the status of Matt Damon and Ben Affleck coming to Cambridge. Ben Affleck and maybe Matt Damon would be in Cambridge to do the Comcast MTV event, stated Councillor Reeves. He was hoping to get Bono to come to Cambridge also. Celebrities produce celebrities he said. Mr. Clifford stated he had no problem having the Jazz Festival on Sunday from Kendall to Central Square, Main Street to Massachusetts Avenue. Councillor Reeves encouraged the Jazz Festival subcommittee to meet again and to pay attention to music around town. He suggested inviting all establishments who have music to the meeting. He spoke about Willie Colon and Ruben Blade who are interested in politics. He suggested a Latin band in front the Stata Center. The Stata Center building would not be ready until July but would open in June. Mr. Parravano informed Councillor Reeves that the Stata Center has an anti-theater in side and a large outside anti-theater that holds two hundred and fifty. Councillor Reeves asked Mr. Shait if there would be music at the Cambridgside Galleria. Mr. Shait responded there is a music component to the Cambridgeside Galleria event. Rock the Vote will be part of the event. The Youth Vote Symposia could be tied into this event. The Executive Director of Rock the Vote is scheduled to speak on the July 27th event. Councillor Reeves encouraged Cambridgeside Galleria to go forward. He commented that each stage could offer a platform for more than one day/one event. Councillor Reeves next discussed the Dance Party.

The Dance party is scheduled for Friday, July 23rd from six to ten P.M. Media was discussed next.

Ms. Tomeu stated the subcommittee met. Ms. Tomeu would do the press release. Ms. Sullivan stated that the "Save the Date" Calendar needs to get out to the national media and later more specific information could be sent out. The Web Site has not gone live stated Mr. Dugas. When linked it can be searched. Ms. Courtney stated that she has access information to the DNC delegates and would share this information with the Media subcommittee. Ms. O’Brien stated that she would like a link to shopping centers. It was agreed that there should also be links to shopping areas specifically by squares. Councillor Reeves suggested outlining the square, the restaurants and the feel of the area. Ms. Cooney stated that the Office of Tourism has links to Business Associations and shops are listed in the link. Ms. Rawlins stated that Beantown Buddies, volunteers for the DNC, have asked what is going on in Cambridge. Ms. Sullivan stated that outreach would be done to all concierges in Cambridge and Boston. Councillor Reeves stated that he has a draft Media Plan in the works. The issue of signage around the City was referred to the Media subcommittee. Ms. Jones asked how could Cambridge enlist the MBTA to give a free ride on public transportation. This is a good idea, but is complex stated Councillor Reeves. He is looking into the cost of advertising on the MBTA. He suggested using City sponsored billboards. Could billboards be reserved for July? Ms. O’Brien commented that the cost for a poster in the MBTA stations is three hundred to four hundred dollars. Signs cost forty to fifty dollars per sign. Ms. Courtney suggested using taxi tops. A major media blitz costs $10,000. The Committee next discussed the volunteers.

The Volunteers subcommittee met and discussed recruiting volunteers. The Arts Fair uses their own volunteers. The subcommittee needed to check with the organizers of the Taste of Cambridge to see if they needed volunteers. Historical Commission does not need volunteers. Harvard Square Information Booth usually uses senior volunteers. The Volunteers subcommittee thought it might be unique to use City officials at the booth for half hour shifts. This is a great media opportunity. Councillor Reeves informed the subcommittee that volunteers needed to be accepted in Boston. He wanted Cambridge volunteers to have maps of the City. Volunteers would be in charge of hospitality and may require training. Mr. Lucey suggested working with the Chamber of Commerce to get businesses to get volunteers. Councillor Reeves wanted it recorded that the Riverfest was not cancelled because of this committee. Mr. Rossi stated that the Taste of Cambridge is scheduled for July 21st at Tech Square. Billy Costa has agreed to host the Taste of Cambridge. Councillor Reeves stated that all hotels have a Boston Best Restaurants Box; there are only two Cambridge Restaurants listed in the Box. Centro and Good Life are in the box. Can Cambridge restaurants get into the box? Ms. O’Brien informed the committee that this is a money issue. Mr. Rossi stated that in addition to the map the volunteers could give a Restaurant Guide. A Restaurant Guide could be given when the public enters the hotels. Ms. Cooney stated that the new Restaurant Guide would not be ready in July. An addendum could be added to the Restaurant Guide listing restaurants in alphabetical order with telephone number and classification by ethnic food. Councillor Reeves stated that it is important to market the restaurants. Councillor Reeves suggested that Ms. Johnson respond back on if there is time to get Cambridge restaurants into the Boston Best Restaurant Box and the cost to be listed in the box. Logistics was discussed.

Mr. Rossi stated that he would meet with the Police and Fire Departments about staffing. These departments will be burdened with the DNC. Councillor Reeves moved to fundraising.

Twenty business would be targeted stated Councillor Reeves. Teams of four would be sent to the targeted businesses. Lists of events, logo and branding would require funding. Ms. Courtney asked Councillor Reeves what is his fund raising goal. Councillor Reeves responded $200,000 in addition to the $100,000 received is his goal. Mr. Shait would work on the Logo. Mr. Clifford asked who was approached for fundraising. Councillor Reeves responded:

Gensym;
Norvatis;
Carol Murgar;
Lyme Property;
Harvard University; and
MIT.

Mr. Rossi asked if Senator Kerry could come to Cambridge in July. Mr. Clifford responded maybe, but his schedule has not been set yet. Councillor Reeves stated that Senator Kerry’s Campaign manager was told that the Senator’s diversity needs work. Ms. Courtney suggested diversity could be around Cambridge Democratic leaders like Tip O’Neill, civil rights and Brown vs. Board of Education. Councillor Reeves stated that he wanted something about Tip O’Neill at City Hall. Ms. Rawlins would contact Director of Boston University Archives, David Horn.

A discussion ensued about possible tours. Ms. Courtney is working on a biotech tour, but it is not developed yet. Historical Commission has various subject tours scheduled on July 3rd. Ms. Rawlins stated she has someone who would like to give a tour of the architecture of MIT. Councillor Reeves suggested checking with Graham Gund to give a tour or talk about his building. Mr. Parravano mentioned the MIT museum and nautical tours. Harvard University has tours. The Web Site should link to the tours.

In conclusion Councillor Reeves approved the Boston Landmark Orchestra for the Art Fair. He scheduled the next two meetings for May 6 and May 18, 2004. He thanked all attendees.

The Economic Development, Training and Employment Committee held a public meeting on Thursday, May 6, 2004, beginning at ten o’clock and ten minutes A.M. in the Sullivan Chamber.

The purpose of the meeting was to continue discussions on planning events in Cambridge for the month of July.

Present at the meeting were Councillor Kenneth E. Reeves, Chair of the Committee, Mayor Michael A. Sullivan, Councillor E. Denise Simmons, Richard Rossi, Deputy City Manager, Cynthia Griffin, Purchasing Agent, Jubi Headley, Special Assistant to the Mayor, Duane Brown, Affirmative Action Officer, Mary Ann Cicala and Jane Beal, Arts Council, Kit Rawlins, Historical Commission, Robyn Thieringer, Maura Cooney and Martha Sullivan, Office of Tourism and Donna P. Lopez, Deputy City Clerk. Also present were John Murtha, Royal Sonesta and representing the Cambridge Hotel Association, Paul Lee, Hong Kong Restaurant, Terrance Smith, Cambridge Chamber of Commerce, Nessa O’Brien and Issie Shait, Cambridgeside Galleria, Wendy Thompson, Taste of Cambridge, Sophia Zunz and Alex Attia, The Charles Hotel, Robin Lapidus, Harvard Square Business Association, Kevin Peterson, New Democracy Coalition, Susan Fleishman, CCTV and Steve Sillari, 91 Park Avenue, Cambridge, MA.

Councillor Reeves opened the meeting and stated the purpose. He introduced Mr. Headley and stated that he would be working in the Mayor’s Office as a Special Assistant to the Mayor. Mr. Headley has special talents and experience with Democratic and Republican Conventions. He asked Mayor Sullivan for his comments.

Mayor Sullivan stated that the CEO of the convention and the staff were in Cambridge, but plugged Boston. No trains would be used to transport delegates because the MBTA has pulled out. Peter Pan Transportation Company maybe used. Boston is going beyond their original perimeters because they are out of hotel space.

Councillor Reeves updated the committee. He went to New York to meet a friend of Bono. He is hoping that Bono will come to be part of the Symposia event. He informed the Committee that he went to Washington where Senator Kennedy held a press conference on the living wage. Ben Affleck attended the press conference and as a result of his presence the press was in attendance. Celebrities are needed to get press coverage, he said. He met with Eleanor Clift at the McLaughlin Group and highlighted ways to get the press. The Mayor’s Office has sent a request to Bono and A.D. Roche.

Councillor Reeves distributed an agenda (Attachment A) and a Timeline (Attachment B). He stated that tours would be placed in the Symposia Committee. Mayor Sullivan stated that the Democratic National Convention (DNC) is selling the area because of its history. The foundation of this country was to oust a "George" and the DNC will also be an event to oust a "George." Councillor Reeves stated that Ms. Rawlins is working on a Tip O’Neil Exhibit. Historical spots need to be highlighted. The committee next discussed the Taste of Cambridge.

Ms. Thompson stated that a date and location for the Taste of Cambridge has been secured. The committee is in the fund raising mode. A meeting would be held on May 7th.

Councillor Reeves suggested a music conference be held in the Stata Center. He suggested Latin music. He asked the Arts Council to give an update on the Arts Fair. Ms. Cicala stated that the BLO would do two performances each day. The performance on Sunday would be at 2:00 p.m. and 3:30 p.m.; on Monday the performance would be at 10:30 a.m. and noon. The Arts Fair would be held from noon to six p.m. on Sunday and Monday. Food Vendors need to be secured stated Mr. Rossi. Ms. Cicala stated that a site walk would be done. Mayor Sullivan stated that Cambridge vendors would be preferred; outside vendors’ fee would be waived. The Music Festival was next discussed.

Ms. O’Brien changed the date for the Rock the Vote event to July 26, 2004. Nickelback will perform in Canal Park from 4:00 to 7:00 p.m. to accommodate businesses and residents. Vice Mayor Decker is working with Voices of Young People. Rock the Vote has coordinated voter registration commented Ms. O’Brien. Councillor Reeves spoke about the 740 youth hired by the Mayor’s Summer Job Program. The committee next discussed the Symposia.

Mr. Sillari outlined four symposia:

1 National politics – Bill Clinton and Jesse Jackson
2 Bono and Ad Roche
3 Human Service providers – Larry Ward
4 Environmental issues – Dr. Epstein.

Answers are needed about the Environmental Symposia. Security issues need to be worked out. Mayor Sullivan suggested giving Bill Clinton a book signing opportunity to promote his new book. Councillor Reeves suggested a Symposia on Third World issues. Mr. Sillari stated that when symposium are decided help would be needed to organize the symposiums and to reach out to other forums that may be held at the same time. Mayor Sullivan informed the committee that Dan Glickman is doing a symposium at Harvard. Mr. Parravano stated that Mr. Ward is working on the invitation list for the Human Service providers’ symposium.

A discussion ensued about how information would be provided to the delegates. Mr. Murtha asked how could hotels provide information or linkage between the delegates and the City. Information could be provided to the delegates at registration or in the hotel lobby. Councillor Reeves suggested hospitality baskets for the delegates; the seniors could put the baskets together. The Restaurant Guide would be available at the concierge desk. Mr. Rossi asked Mr. Murtha if the Restaurant Guide could be distributed to the hotels. Mr. Murtha stated that if the restaurant Guide was delivered to the hotels they could be put into the rooms of the delegates. Mr. Rossi would send this request to Mr. Murtha. Mr. Murtha requested that the Restaurant Guide be delivered before the month of July. More information is needed from the DNC on who are the press, and then Cambridge needed to target this audience stated Councillor Reeves. Mr. Murtha informed the committee that function space at the hotels who are hosting delegates are on hold until May 17th. A space request could be submitted to the hotels. Ms. Johnson reported on the Restaurant Box. The time is too short she said. The Cambridge Restaurateurs feel that the Restaurant Box is not cost effective. Councillor Reeves stated he wanted to promote Cambridge Restaurants. Ms. Courtney suggested preparing a Cambridge package and sending it to the delegates. The Media Party may need sponsors, she said. Councillor Reeves asked who is sponsoring the Media Party. Ms. Courtney responded she thinks it might be the Boston 2004 Committee.

The Committee heard from Kevin Peterson, New Democracy Coalition, who spoke about civic policy, civic literacy and electoral justice to illuminate issues that occurred in Florida in 2000.

Mr. Headley outlined his Media Plan (Attachment C). The plan was created with time and the budget in mind. He suggested that Cambridge should focus on the Media that have asterisks. The most important part of the plan are the tactics. All the items on the tactics list should be done. The Stata Center could be a status center for the City. He spoke about the gift cards as a marketing tool. The economic importance of the conventioneers could be gauged. Cambridge should be visible at the DNC. He urged Mayor Sullivan and Councillor Reeves to ask for space at the convention. Councillor Reeves asked what would Cambridge do with space at the DNC. Mr. Headley responded the space could be used as a media or information booth. He also suggested advertising in key MBTA stations. Ms. O’Brien stated that it costs $900.00 per month per poster in the stations, but the stations are already booked. Ms. Thieringer suggested using double decker buses. Mr. Rossi suggested the Duck Tours. Mr. Barnes suggested wrapping taxicabs. The gift card could be used in the cabs. Mr. Attia stated that a key message is the impact of the Big Dig and accessibility. This fact should be mentioned. Councillor Reeves suggested television advertisement with hi tech/biotech partnership. Ms. Courtney stated that Cambridge needs to fine tune its message. Mr. Sillari suggested NPR. Ms. Lapidus would add this information to the Harvard Square Business Association Web Site, which receives enormous hits. Mr. Barnes stated that there are four hotels in Cambridge that are closer to the convention center than the Boston hotels. Get this word out to the press, he urged. Councillor Reeves suggested that Mr. Barnes have a meeting with the restaurants to enlist their participation in the gift card. Ms. Thompson asked what percentage of the people staying in Cambridge care about a discount card. Mr. Rossi stated this is an out of pocket expense.

Councillor Reeves introduced Alex Penya. Mr. Penya suggested a concert featuring Willie Colon. Mr. Colon is the king of Salsa. Mr. Ruben Blades and Willie Colon differ in their fee. Mr. Headley asked Mr. Penya about name recognition after Ruben Blades. Mr. Penya responded that Willie Colon’s name is known. Councillor Reeves stated that he wanted the promoter to do the entire event. There could be twenty to fifty thousand flyers and posters printed to advertise the event. Mr. Headley asked the projected crowd. Mr. Penya responded five to ten thousand people would attend. Councillor Reeves stated he wanted Salsa music held at the Stata Center.

The next meeting was scheduled for May 18th at Durrell Hall.

The purpose of the meeting was to continue discussion on planning events in Cambridge for the month of July.

Toomey, Jr., Louie DePasquale, Assistant City Manager for Fiscal Affairs, Jubi Headley, Special Assistant to the Mayor, Ini Tomeu, Public Information Officer, Ben Barnes, License Commissioner, Jim Monagle, City Auditor, Estella Johnson, Economic Development Director, Duane Brown, Affirmative Action Officer, Jason Weeks, Jane Beal and Mary Ann Cicala, Arts Council, Kit Rawlings, Historical Commission, Maura Cooney, Office of Tourism, Dhonyale Jones, Jeff Seiffert and Denise Jillson, YMCA and Donna P. Lopez, Deputy City Clerk. Also present were Kelly Thompson Clark and Terry F. Smith, Chamber of Commerce, Paul Lee, Hong Kong Restaurant, Cara Spalla, Hotel at MIT, Paul Parravano, MIT, John Clifford, Green Street Grille, Stephen Sillari, 91 Park Avenue, Roger O’Sullivan, 1105 Massachusetts Avenue and Kelly Courtney.

Councillor Reeves opened the meeting by stating the purpose and thanking Jeff Seiffert and Denise Jillson for the YMCA hosting the meeting. He requested Mr. Headley to report on the timeline.

Mr. Headley reported that by the next meeting more work should be done. An intern would work on this project. In the next two weeks meetings will be set up for fundraising. A sponsorship opportunity document was distributed (Attachment A). The document contained why sponsors should choose to sponsor Cambridge, architectural and incubator information, music and symposia information. Smaller business sponsors would be added. Ms. Johnson would provide a list of small businesses to Mr. Headley. Ms. Courtney suggested categorizing and listing the events. The funding, stated Mr. Headley, is for Cambridge events only. Mr. Clifford asked how many meetings are scheduled. Five with fifteen more planned responded Mr. Headley. Biogen, Lesley and Forest City meetings are schedule for tomorrow. Mr. Clifford stated his concerns that the time is running out for the vendors. Mr. Clifford asked about the status on the celebrities. Ben Affleck is confirmed; Matt Damon has a conflict. Vice Mayor Decker is working with Comcast and MTV to get youth voters registered and to have a party afterwards. Ben Affleck is available on July 27 for the Rock the Vote event. An informational town hall forum would be held on July 27th. Invitations have been sent to Bono and Bill Clinton. Ms. Murga, Farm Aid, has been in contact with Councillor Reeves. Mr. Weeks spoke on the process of communicating about events. He asked if this information should be forwarded to the Mayor’s office. Councillor Reeves responded in the affirmative. Councillor Reeves asked Mr. Sillari to report on the Symposia.

On May 20th at 2:00 p.m. at the Morse Youth Center, Voices of Young People will be held. This may turn into the Rock the Vote Symposia. Better coordination, themes, speakers, panels, moderators, rooms, and on line registration is needed. Some of the Symposiums being discussed are:

National politics,
Human service providers,
Environmental issues,
New majority and
Death of radicalism.

Mr. Parravano stated he would look into the space issues. Councillor Reeves commented that themes are needed. Ms. Johnson spoke of events being held July 25–28, 2004; she would provide this information to Mr. Headley. Councillor Reeves stated that the committee needed to confirm Dr. Epstein. Dr. Epstein wants Cambridge to develop a forum stated Mr. Clifford. When a forum is developed Dr. Epstein would participate and would try to contact Meryl Strep, but he could not promise anything. Mr. Sillari would contact Mr. Epstein. Mr. Clifford asked if Jimmy Tingle was contacted. The Symposia Committee would contact Mr. Tingle and report back to this committee.

Ms. Jillson expressed her concern that Cambridge kids not be forgotten. The National Honor Society and the Boy Scouts needed to be contacted. Councillor Reeves commented that over 700 youth in the Mayor’s Summer Jobs Program needed to be involved in the parade and as volunteers. A theme is emerging around youth stated Ms. Courtney. She volunteered to do a training schedule for the youth.

Mr. Sillari stated that tours are being conducted throughout the City. Ms. Rawlins distributed a list of tours being conducted on Saturday, July 3, 2004 (Attachment B). There is a Women’s Tour of Central Square. Councillor Reeves suggested an African American tour be done later in the month of July. Mr. Parravano asked if MIT and Harvard University tours could be listed. The tours should be listed on the City’s Web Site. Ms. Rawlins also provided a list of additional tours (Attachment C). Councillor Reeves asked Ms. Rawlins about an exhibit on Tip O’Neill. A Harvard Undergraduate Research Assistant was hired. Text, image and layouts would be done on three national known Democrats – Franklin D. Roosevelt, John F. Kennedy and Tip O’Neill. A suggestion was made to have a major archivist at Boston University to do a lecture about Tip for the July event. Councillor Simmons also suggested historic tours by the History Project.

Councillor Reeves commented that the Dance Party would be held the Friday evening before the convention. The committee discussed media coverage.

Cambridge needs a name quickly for the July events stated Councillor Reeves. The Logo is in development. In response to a question from Councillor Reeves, Ms. Cicala reported that the banner creation project was cancelled. Cost and logistics were insurmountable issues. Councillor Reeves stated that a meeting was needed with Mr. Rossi on the banners. The City banners are reserved from July 5th to August 2nd, 2004. Councillor Simmons stated that the Media subcommittee met and reviewed the media plan as submitted by Mr. Headley. A media deadline is needed. A media package outlined by topics with a contract person is needed. A Media Package needs to be prepared by June 15, 2004. Councillor Simmons spoke about launching the City’s Web Site: destination Cambridge.org. A tag line is needed as soon as possible. Municipal Cable has a program for July. Channel Eight will be in the hotels. Councillor Reeves asked what would Municipal Cable televise. Ms. Jones responded Democracy programming, PSA, entertainment and programming delegates at the DNC. What is the intellectual content in the democracy programming because there are no Cambridge delegates asked Councillor Reeves. There are five independent programs being done by CCTV. Democracy Now would be at CCTV. Cambridge is committed to having Democracy Now in Cambridge. Mr. Sillari stated that Cambridge is awaiting a commitment from Democracy Now. Pressure exists to get information, especially to have the Web Site go live and to develop a media package stated Councillor Simmons. Councillor Reeves suggested airing information about Mayor Emeritus Alfred E. Vellucci. Ms. O’Brien stated that Destination Cambridge.org or Destination Cambridge.US is branding. Mr. Sillari urged going forward with the web site. The Tourism Office has tag line Destination Cambridge. Cambridge needs a logo and tag line. Mr. Shait was developing the logo. Councillor Reeves stated two graduates from the high school are willing to work on a logo. The committee next discussed the Music Festival.

Mr. Headley reported that it looks like a definite to have a music performance at the Taste of Cambridge with Willie Colon. The Arts Fair was discussed.

A site walk was done with the tent vendor. A letter is being prepared to invite people to participate. Information needs to get to the public about the Arts Fair.

Councillor Reeves discussed the issue of a having a parade.

Councillor Reeves introduced Ms. Jillson to Michael Blakely. The parade would include Cambridge people, kids from summer camps, seniors, Mayor’s Summer Job Youth and athleletic organizations. He wanted an interesting parade with wonderful visuals. He suggested the parade be held after July 30th. Mr. Sillari commented that vacations are held the last week of July. Councillor Reeves stated the DNC would come and go; he wants the excitement of the week to touch the kids and mark the excitement of Cambridge. The route could be Central to Harvard Square. Mr. Headley suggested moving the parade to the beginning of the week to lead into the DNC. Senator Kerry could be the Grand Marshall. Councillor Reeves designated the parade to Ms. Jillson and Mr. Blakely.

Ms. Clark stated that a memo would be sent from the Chamber to businesses to get information about gift cards. This would be discussed at the next meeting, which was scheduled for Thursday May 27, 2004 at noon.

Councillor Reeves opened the meeting and stated the purpose. He submitted an agenda (Attachment A). Mr. Shait and Ms. O’Brien presented the branding logos (Attachment B).

Ms. O’Brien stated that logo two and three are more conventional. Mr. Rossi commented that logo number one parallels with the Office of Tourism logo. Ms. Courtney asked if the logos could be replicated on flyers. Mayor Sullivan responded that logo number one is cheaper to reproduce. Comments on the logos were logo number one was liked the most; logo number two would not reproduce clearly and logo number three is hard to read. The next item discussed was banners.

The purchasing agent would talk to the vendor about the banners. Mr. Rossi stated input was needed as to the size of the banners. The City Electrician has the dimensions for the banners to be installed. The hardware is on some poles. Mr. Rossi commented that generic banners could be used. Posters and brochures needed to be produced. Councillor Reeves referred the posters, brochures and maps to the Media Committee. Media Committee was requested to contact the Office of Tourism about the maps. Ms. Thieringer informed the committee that Ms. Johnson was also assigned to the issue of maps. The Visitor Guide contains a map. In response to a question regarding whether T-shirts would be available, Councillor Reeves stated that T-shirts and hats would be available. He referred the issue of ordering hats and T-shirts to the Mayor’s Office. The committee discussed the Website. Mr. Headley informed the committee that the Website would be launched. The site contains information on dining; shopping and information on the symposiums need to be added to the site. Ms. Tomeu cautioned that the logo needs to be added carefully to the Website so that it does not change the Website. Four to five links need to be added quickly to be included in the launch next week. A page in the Globe during the DNC would be a way to gain attention stated Councillor Reeves. He also spoke about considering Boston Magazine.

Vice Mayor Decker informed the committee that the Human Service Symposium is organizing. Mr. Ward would contact Ms. Tomeu. Mike Dukakis would host this symposium. Demographics are being reviewed on issues focused on the youth vote. She is working with Choose Or Lose. A town meeting or informational forum will be held. MTV will televise the Cambridge Audience. She is chairing a partnership with MTV. The forum will take place late in the afternoon. Matt Damon will attend either via satellite or in person. War, economics and jobs are the top three issues of the youth, she said. The Youth Forum proposal is to be held outside at Forest city or at MIT on Tuesday, July 27, 2004. The weather is an issue. A People’s Party will be held after the Youth Forum. Comcast may pay for the party. If the forum is held at Forest City Cambridge Vendors would be used and MTV would provide the band. A party would also be held later at the Charles Hotel.

Mr. Shait stated that the Rock the Vote would be held on Monday, July 26, 2004. Rock the Vote will get the youth involved in voting. The band that will appear needs to be selected. Mr. Headley asked if there were plans to have on-going voter registration being done at the Cambridgeside Galleria. Ms. O’Brien responded in the affirmative. Mr. Rossi asked who would be responsible for the Master Calendar for scheduling events. The Media Committee responded Councillor Reeves. Ms. Van Gelder suggested having a core of youth whose job is to be a democracy street team. Ms. Beal stated that Boston Cares is seeking a non-partisan opportunity during the DNC. The discussion now ensued about the Municipal Cable production plan.

The committee received a memo from Mr. Lindsay, Director of Cable TV about DNC production blueprint (Attachment C). Democracy would be the on-going programming theme. Channel Eight would be at the hotels. Four Public Service Announcements are being developed. The Office of Tourism promotional video will be aired as well as welcome segments. Mayoral welcomes should be done stated Councillor Reeves. A calendar of events would also be done. Councillor Reeves suggested interviewing the "Man on the Street." The parade, Salsa Concert, and Cambridge Card were discussed next.

Mr. Blakely stated that he is looking forward to bringing a wonderful parade to an unconventional place. He wants to connect with youth group. An update was provided on the Salsa Concert. The Salsa Concert would occur on July 21, 2004 at 8:00 p.m. and would feature Willie Colon. Mr. Rossi stated that the rain date of the Salsa Concert would be July 22, 2004. Mayor Sullivan asked Mr. Parravano if the Concert could be Web broadcast. Mr. Parravano responded in the affirmative. The City may have to enlist help from MIT for lighting for the concert, stated Councillor Reeves. Ms. Van Gelder suggested using Salsa Lesson for the Guinness Record book as a promotional event. Ms. Bates informed the committee that Club Passim would have big name celebrities at the club during the DNC. Mr. Headley next provided an update on the Cambridge Card. The Cambridge Card is not a good idea to generate foot traffic. The committee next discussed the issue of gifts for the delegates.

Councillor Reeves stated he would like gift baskets for the delegates. He commented that Cambridge businesses should be included in this effort and that the gift baskets should be related to economic development. He asked Ms. Johnson to think about these issues and to provide the committee with information to accomplish this effort. Ms. Thieringer informed the committee that at trade shows people ask for something from Harvard University and MIT. The gift baskets are a big job and are labor intensive. Mayor Sullivan stated that the DNC agreed to publish and place Cambridge events the delegate bags. Ms. Beal suggested cloth bags that sponsors could finance the cost of the bags.

The mailing for the Arts Fair would be completed this week. Councillor Reeves requested food at the Arts Fair. Mr. Barnes stated that the Logistics Committee is working on this. Ms. Beal stated that securing volunteers on a business day is a problem. Could City employees be utilized, she asked. Mr. Rossi responded that the City would work on this. The Dance Party is scheduled for July 23, 2004. Fundraising was discussed next.

Councillor Reeves stated that he has attended six fundraising meetings and it is going slower that he hoped. Major companies were asked to contribute to the Boston event, stated Mayor Sullivan.

In conclusion a list of possible Symposia topics and the timeline was disturbed (Attachment D) and (Attachment E). Mr. Headley would contact Ms. Fleishman about Democracy Now. A chair is needed for the volunteer committee. Councillor Reeves anticipated holding two more meetings of the committee. He thanked all attendees.

Councillor Reeves opened the meeting and stated the purpose. He announced funding raising is on schedule.

Mr. Parravano provided information to the committee about available space.

The committee discussed the following topics:

The Cambridge Arts Council mailed 5,000 Summer In the City Flyers. The flyers contain information about the Arts Fair to be held on Sunday, July 18th and Monday, July 19th. The logistics for the Arts Fair is moving forward.

Ms. Carvello gave an overview of the Dance Party to occur on Friday, July 23, 2004. A press release on the Dance Party is being prepared. Flyers will be distributed to businesses and employees. The theme of the Dance Party is Stars and Stripes, Red, White and Blue.

Councillor Reeves stated a people parade is scheduled for Sunday, July 25, 2004. The parade route will be Cambridge Common to Central Square.

Mr. Clifford has been selected as the chair of the Music Festival. He is planning to have nine stages all playing different types of music. Funding is an issue. The parade will empty into the Music Festival between the Middle East and the Can Tab. Mr. Gilmore stated that a Reggae band would be in the area on July 23, 2004. He would connect the band with Mr. Clifford. A concert featuring Willie Colon will occur on July 21, 2004 near the Stata Center.

A kick off was held on June 14, 2004 for the Taste of Cambridge event that will take place on July 21, 2004. There will be 50-60 restaurants involved in the Taste of Cambridge.

Mr. Headley discussed three symposiums. On July 22 a symposium will be held on Gay and Lesbian issues as they relate to the election. A moderator needs to be selected. On July 26, 2004, a symposium entitled: The Minority Becomes a Majority People of Color Policy Symposium. Professor Charles Ogletree will moderate this symposium. A Voting Rights Symposium would occur on July 28, 2004. The Center for Voting and Democracy is working with the City on this Symposium. The center will help to promote and attract delegates to the symposium. Loney Granier has been invited to moderate, but has not confirmed. A Biotech symposium needs to be scheduled. Ms. Johnson informed the committee that a Life Science Day would be held on July 21, 2004 sponsored by the Massachusetts Tech Council. Biotech companies are invited to exhibit at the Marriott Courtyard in Kendall Square. On July 26, 2004 a biotech party is being held at the DNC. A reception will be held at Gensym for Congressman Capuano and Senator Kennedy.

Ms. Rawlins provided the committee with a list of tours (Attachment A). Councillor Reeves stated that the biotech tours needed to be added. Mr. Parravano stated he would provide to Ms. Rawlins a list of MIT campus and museum tours. Ms. Rawlins spoke about the Exhibit of prominent leaders. A photo and text for John F. Kennedy at Harvard University is being prepared.

Councillor Reeves spoke about gift baskets for the delegates. He introduced Mark Trumble from Formaggio’s Kitchen. Baskets are made for the Oprah Winfrey show by Formaggio’s Kitchen. Mr. Trumble stated the Oprah Magazine contacted Formaggio’s Kitchen in October 2003 to prepare a gift basket. Oprah liked the basket and featured it in her magazine. He stated that during the DNC local produce would be available for the baskets. Councillor Reeves wanted to offer hospitality baskets to the 400 delegates staying in staying in Cambridge hotels. The produce is the important part of the basket. Volunteers would be used to assemble the baskets. Mr. Rossi cautioned that the ease of operation should be considered. He suggested paying more and have the baskets delivered. Councillor Reeves asked Mr. Murtha about a distribution plan to deliver the baskets to the hotels. Mr. Murtha stated he would need to discuss this with the hotels and his colleagues. Organization is needed between delivery of baskets to the hotels and delivery to the delegates hotel rooms. Mr. Trumble stated he would deliver the baskets to the hotels. Welcome to Cambridge could be put on the tag of the basket. Ms. Johnson stated experience has been that tourist wanted items like T-shirts and hats that have a Cambridge logo. The cost for a T-shirt with a logo is $4.00-5.00 each.

Vice Mayor Decker informed the committee that the date of the youth rally has been changed to July 25, 2004. Danny Glover’s office has called and would like to do 6 politically incorrect shows to be hosted by Jimmy Fallon. The location would be announced. A youth advance camp would be done. An essay contest is being planned. A cocktail party, before the Red Sox game is being planned. Youth attending this party would be identified. Adults attending the party would experience the need to have youth involved in the democratic process.

Councillor Reeves stated that there would be a kick off on June 29, 2004 of "Destination: Cambridge, The Unconventional City." Two possible locations for the kick off are Alpha Omega and Winthrop Park. Volunteers will be used for the kickoff. Mr. Lee stated that the Restaurant Committee is sponsoring a concierge tour to be done in Harvard Square on June 29, 2004.

Mr. Rossi stated that 2 x 4 banners are readily available. Hardware needs to be purchased and the design is needed. The logo will be used on the banners. The cost of 50 banners including the purchase of hardware and the cost of installation would be $8,000.

Mr. Headley stated that there should be a discussion about advertising options. Councillor Reeves moved that the Media Committee make recommendations about advertising.

Ms. Fleishman informed the committee that Democracy Now would be taped at the CCTV studio. CCTV will provide four hours on democratic issues, two hours from Democracy Now and two hours of programming. Round Table issues such as housing and voting would be taped at half hour sessions.

Councillor Reeves thanked all attendees. He scheduled the next meeting of the committee for Tuesday, July 6, 2004 at 10:00 A.M.
