Healy, City Manager, relative to Awaiting Report Item Number 03-146, regarding a snow removal plan that creates high priority pedestrian routes and timely removal of snow from sidewalks and the City's policy and procedures for clearing snow from and maintaining public handicapped parking spaces.

Healy, City Manager, relative to the appropriation of a Extended Care Career Ladder Initiative (ECCLI) grant received from the Commonwealth Corporation through ERI, Inc. for $47,000 to the Grant Fund Human Services Department Salary and Wages account ($44,040) and the Grant Fund Human Services Department Other Ordinary Maintenance account ($2,960) to provide educational classes for health care workers.

12. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a Workplace Education grant received from the Massachusetts Department of Education, Adult and Community Services for $40,000 to the Grant Fund Human Services Department Salary and Wages account ($37,530), the Grant Fund Human Services Department Other Ordinary Maintenance account ($2,112) and to the Grant Fund Human Services Department Travel and Training account ($358) to provide two workplace educational classes and related activities for health care workers at the Neville Center.

13. Transmitting communication from Robert W. Healy, City Manager, relative to a transfer within the Community Mobilizing for Change on Alcohol grant from the Grant Fund Human Services Travel and Training account ($2,513.98) to the Grant Fund Human Services Other Ordinary Maintenance account. This amendment will be used to cover the cost of additional program supplies.

14. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of donations received from private donors for $6,192.10 to the Grant Fund Human Services Other Ordinary Maintenance. These funds will be used to purchase fans for low-income Cambridge seniors as well as provide transportation for special events, such as senior parties, planned at the Cambridge Senior Center.

15. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a grant from the United Way of Massachusetts, the fiscal and administrative agent for funds allocated by the Boston Area Federal Emergency Management Administration (FEMA), for $10,000 to the Grant Fund Human Services Other Ordinary Maintenance to provide assistance to public and private non-profit agencies to increase and extend currently available emergency resources for clients in need.

16. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of private donations from the Friends of the Cambridge Youth Programs for $1,170 to the Grant Fund Human Services Other Ordinary Maintenance to be used to support ongoing educational and recreational programs operated by DHSP’s Youth Program Division.

17. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a grant the First National Bank of Ipswich for $500 to the Grant Fund Human Services Other Ordinary Maintenance to be used to support upcoming program events of the Kids’ Council.

18. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of private donations received from local businesses for $950 to the Grant Fund Human Services Other Ordinary Maintenance account in memory of Mark Ashe Fund which will be used to support employment opportunities in non-profit agencies for teens with barriers to employment.

19. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a donation received from various private donors for $700 to the Grant Fund Human Services Other Ordinary Maintenance to be used to assist homeless people who are being placed in housing with first or last month’s rent or similar move-in costs.

20. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of a grant received from the Reading is Fundamental Program for $889 to the Grant Fund Human Services Other Ordinary Maintenance to be used to provide books for the Cambridge Youth Literacy Initiative.

21. Transmitting communication from Robert W. Healy, City Manager, relative to Awaiting Report Item Number 04-46, regarding a report on plans to keep the neighborhoods of Area Four, Cambridgeport and Riverside safe during the summer months and on dates of community meeting to address this issue.

Healy, City Manager, relative to Awaiting Report Item Number 04-26, regarding increasing police patrols around Magazine and Pearl Streets, and Awaiting Report Item Number 04-51, regarding increasing police patrols in the area of the King School/Riverside.

Toomey, Jr., Co-Chairs of the Ordinance Committee, for a meeting held on May 5, 2004 for the purpose of continuing to consider a proposed amendment to the Zoning Ordinance to change the zoning along Memorial Drive in Cambridgeport. The question comes on passing to be ordained on or after June 7, 2004. Petition expires June 29, 2004.

4. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Kenneth E. Reeves and Councillor Timothy J. Toomey, Jr., Co-Chairs of the Ordinance Committee, for a meeting held on May 5, 2004 for the purpose of continuing to consider the proposed Tree Protection Ordinance and proposed Zoning amendments to implement the Tree Protection Ordinance. The question comes on passing to be ordained on or after June 7, 2004. Zoning Amendments to implement the Tree Protection Ordinance petition expires June 29, 2004.

5. A communication was received from D. Margaret Drury, City Clerk, transmitting a report from Councillor Kenneth E. Reeves and Councillor Timothy J. Toomey, Jr., Co-Chairs of the Ordinance Committee, for a meeting held on May 5, 2004 for the purpose of considering an amendment to the Municipal Ordinances to prohibit skateboarding on City property. The question comes on passing to be ordained on or after June 28, 2004.

6. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of and authorization to borrow $385,000 from the U.S. Department of Housing and Urban Development (HUD) Section 108 Loan Program to be used for financing of the 77-unit Auburn Court mixed income housing development in University Park. The question comes on adoption on or after June 28, 2004.

One Neighborhood Association letter was sent out. Neighborhood Association disapproved of curb cut.
