CITY MANAGER’S AGENDA
1. Transmitting communication from Robert W. Healy, City Manager, relative to the FY2005 submitted budget and appropriation orders.

2. Transmitting communication from Robert W. Healy, City Manager, relative to Awaiting Report Item Number 04-07, regarding a report on what NSTAR is doing to offset increases in energy costs and on all NSTAR programs including energy saving home improvements.

3. Transmitting communication from Robert W. Healy, City Manager, relative to Cambridge being named as a 2003 Tree City USA and Growth Award recipient.

4. Transmitting communication from Robert W. Healy, City Manager, relative to the transfer of $637,515 from the Employee Benefits (salary adjustment) salary and wages account to the Department of Public Works Other Ordinary Maintenance account to cover snow plowing contractor, salt and other supply costs incurred during the snowstorms of the past winter, increased energy costs and increased solid waste contract costs.

Healy, City Manager, relative to the transfer of $11,500 from Public Library Travel and Training account to the Public Library Other Ordinary Maintenance account to be used to cover shortfall in the Library energy budget due to increased costs and unexpected bitter winter temperatures which increased consumption.

APPLICATIONS AND PETITIONS
1. An application was received from Frank Pedro, requesting a curb cut at the premises numbered 204 Harvard Street; said petition has received approval from Inspectional Services, Traffic, Parking and Transportation, Historical and Public Works with the condition that the applicant must gain approval for tree hearing and removal. Three Neighborhood Association letters were sent out. No response received from the Neighborhood Associations.

2. An application was received from Emily Chinian, requesting a curb cut at the premises numbered 46 William Street; said petition has received approval from Inspectional Services, Traffic, Parking and Transportation, Historical and Public Works with the condition that the catch basin must be relocated - responsibility of property owner and the existing tree must be removed. Need tree hearing. Four Neighborhood Association letters sent. No response received from the Neighborhood Associations.

3. An application was received from The Harvard Square Business Association, requesting permission for two temporary banners announcing their annual MayFair in Harvard Square.

4. An application was received from Gnomon Copy, requesting permission for four awnings at the premises numbered 99 Mount Auburn Street. Approval has been received from Inspectional Services, Community Development Department and abutters.

5. A petition was received from Roberta Greene et al., 808-812 Memorial Drive Tenants Association, regarding concerns with pedestrian safety and traffic along River Street.

6. An application was received from Spirit Bar and Restaurant, requesting permission for a sandwich board sign, four tables and eight chairs for restaurant seating at the premises numbered 2046 Massachusetts Avenue.

1. A communication was received from Janice Randall and family, transmitting thanks for the resolution sent in remembrance of her husband Dean Randall.

ORDERS
1. The City Manager is requested to arrange for businesses and companies to provide containers for cigarettes so that their employees and patrons who smoke will not litter.   Councillor Toomey

2. The City Manager is requested to consider taking steps to initiate the planning and funding for memorial sites in Cambridge for Thomas P. "Tip" O'Neill and John Fitzgerald Kennedy.   Councillor Galluccio and Councillor Reeves

3. The City Manager is requested to confer with the Assistant City Manager for Community Development to have appropriate staff review and respond to questions regarding the Community Development Department's recent meeting on limited equity cooperative owners, to have a follow-up meeting and to refer the matter to the Human Services Committee, and for the City Manager to report back to the committee on this matter.   Councillor Simmons

4. The City Manager is requested to direct the Police Commissioner to increase patrols and police presence in the area of Kinnaird, Howard and Bay Streets due to concerns by the neighborhood about suspicious illegal activity.   Vice Mayor Decker and Mayor Sullivan

5. The City Manager is requested to instruct the Commissioner of Public Works to replace the existing sign, Clarendon Hill Park, in honor of James D. Gondolfe, with a pole sign and that said pole sign contain exact language as the original sign.   Councillor Galluccio

6. The City Manager is requested to coordinate with the Mayor on the appointment of a committee for developing a ten-year plan to end chronic homelessness in Cambridge and report to the City Council with recommendations and policy implementations.   Mayor Sullivan

7. The City Manager is requested to coordinate with the Superintendent of Public Schools investigate and report on the Ridgewood, New Jersey initiative entitled "Ready, Set, Relax," which seeks to promote the concept of family time by establishing a day each year uninterrupted by extracurricular activities, homework and parent and community meetings and events.   Mayor Sullivan

8. The City Manager is requested to report on why the tree wells on Prospect Street, near Cambridge Street, are being filled with black top.   Councillor Toomey

9. The City Manager is requested to instruct the Arts Council to survey local arts groups to determine if any could accept the challenge of creating an art center or theater using a large building in Central Square, which the arts group would have to purchase, retrofit and maintain.   Councillor Reeves

10. The City Manager is requested to review and respond to why citizen owning a limited equity townhouse located on Cedar Street, cannot bequeath the unit to her children and cannot convert the basement into an apartment for additional income; yet, she is said to be an "owner" of real estate.   Councillor Reeves

11. The City Manager is requested to report on the persistent NSTAR electrical blackouts and the inconveniences caused by Cambridge residents.   Councillor Toomey

12. The City Manager is requested to report and provide an update on the conditions at the junction of Holworthy/Mt. Auburn/Belmont Streets.   Councillor Toomey

13. The City Manager is requested to report on the status of the city-owned lot on Warren Street.   Councillor Toomey

14. The City Manager is requested to confer with the Commissioner of Public Works to report back to the City Council on energy efficiency measures including the results of a currently contracted energy study on City Hall, 806 Massachusetts Avenue and 51 Inman Street and said report be referred to the Health and Environment Committee.   Councillor Davis

15. The Office of the Mayor is requested to sponsor a discussion on women and the trades.   Councillor Simmons

16. The City Manager is requested to confer with the Director of Traffic, Parking and Transportation Department and the MBTA to address the design and organization of bus stops at Green and Magazine Streets and Pearl and Green and to look at the Silver Line bus shelters.   Councillor Reeves

17. The City Council is requested to hold a Roundtable meeting on bus stops and benches and bus shelters.   Councillor Simmons

18. The City Manager is requested to contact the State's Division of Conservation and Recreation (formerly the MDC) to coordinate with city efforts to make improvements to the roads and sidewalks that surround 808-812 Memorial Drive.   Councillor Davis

19. The City Manager is requested to coordinate with departments to address concerns raised by residents of 808-812 Memorial Drive relative to sidewalks on River Street, traffic calming measures, bus stop improvements including possible bus shelter and inspection of the curb cub at the bus stop for closure and issues regarding water drainage and pest infestation and report back to the City Council on this matter.   Mayor Sullivan

WHEREAS: A sign has been affixed to stonework in the park which has poor visibility; now therefore be it
ORDERED: That the City Manager be and hereby is requested to instruct the Commissioner of Public Works to replace the existing sign with a pole sign; said replacement pole sign to contain the exact language as the original sign it is replacing.

WHEREAS: The United States Interagency Council on Homelessness has established as a priority efforts to work with local communities across this country to end chronic homelessness; and
WHEREAS: The chronically homeless, the most visible of the homeless population, account for an estimated ten percent of the homeless population while utilizing roughly fifty percent of allotted resources, including shelters, medical services, and treatment facilities; and
WHEREAS: The Council on Homelessness has established this goal of community-based plans to end chronic homelessness to address the disproportionate consumption of resources available to the overall homeless population; now therefore be it
ORDERED: That the City Manager be and hereby is requested to coordinate with the Mayor the appointment of a committee with the purview of developing a ten-year plan to end chronic homelessness in the City of Cambridge and that said committee will report back to the City Council with recommendations for policy implementation relative to this matter by October 25, 2004.

ORDERED: That the City Manager be and hereby is requested to contact the State Division of Conservation and Recreation (formerly the MDC) to coordinate with city efforts to make improvements to the roads and sidewalks that surround 808-812 Memorial Drive.

ORDERED: That the City Manager be and hereby is requested to coordinate with the necessary departments to address concerns raised by the residents of 808-812 Memorial Drive relative to sidewalks issues on River Street, traffic calming measures to reduce speed of traffic, bus stop improvements including the possibility of a bus shelter and inspection of the curb cub at the bus stop for closure and other issues regarding water drainage and pest infestation; and be it further
ORDERED: That the City Manager be and hereby is requested to report back to the City Council on this matter.
