CITY MANAGER’S AGENDA
1. Transmitting communication from Robert W. Healy, City Manager, relative to the transfer of $450,000 School General Fund Extraordinary Expenditures account to the School Debt Stabilization Fund and will be used to fund future school capital projects and help offset fluctuations in future debt service revenues and expenses.

To the Honorable, the City Council:I am hereby requesting the transfer of $450,000 School General Fund Extraordinary Expenditures account to the School Debt Stabilization Fund. This amount was included in the FY08 Adopted School Budget.
The School Debt Stabilization Fund will be used to fund future school capital projects and help offset fluctuations in future debt service revenues and expenses, subject to appropriation. There have been similar transfers approved in previous fiscal years. The balance before this transfer in the School Debt Stabilization Fund is $11.6 million. In FY09, the Proposed School Budget uses $2.9 million from this Fund to offset the drop-off in School Building Authority reimbursements prior to the completion of debt payments for the two related school construction projects and to cover a portion of the War Memorial debt service costs beginning in FY09.
I’ve attached a copy of the recommendation submitted by the Superintendent to the School Committee.
The School Committee approved this request on Apr 1, 2008.

2. Transmitting communication from Robert W. Healy, City Manager, relative to the transfer of $350,000 from the General Fund School Extraordinary Expenditures account to the School Public Investment Fund Extraordinary Expenditures account to cover anticipated relocation costs related to the high school renovation project, which is scheduled to begin in mid-year 2009.
3. Transmitting communication from Robert W. Healy, City Manager, relative to an additional appropriation to the Massachusetts Family Literacy Consortium grant (MFLC) in the amount of ($10,000.00) funded by the Massachusetts Department of Education with to the Grant Fund Human Services Salary and Wages account ($1,021) and to the Grant Fund Human Services Other Ordinary Maintenance account ($8,979) and will be used to provide a portion of salaries of part-time staff, contractual services to provide literacy enhancing activities through the Agenda for Children and coordination of family literacy services throughout Cambridge.

TEXT OF COMMITTEE REPORTS
Committee Report #1
The Ordinance Committee held a public hearing on Thurs, Apr 3, 2008 at four o’clock and eight minutes P. M. in the Sullivan Chamber. The hearing was held for the purpose of considering a proposed amendment to the Zoning Ordinance to provide that bicycle parking not be included in the calculation of Gross Floor Area (Attachment A).
Present at the hearing were Vice Mayor Brian Murphy and Councillor David Maher, Co-Chairs of the Committee; Councillor Sam Seidel; Mayor E. Denise Simmons; and City Clerk D. Margaret Drury.
Also present were Nancy Glowa, Deputy City Solicitor; Susan Glazer, Deputy Director, Community Development Department (CDD); Lester Barber, Director of Land Use and Zoning, CDD; Stuart Dash, Director of Community and Neighborhood Planning, CDD; and Cara Seiderman, Transportation and Environment Project Planner, CDD.
Vice Mayor Murphy convened the hearing and explained the purpose. He invited Mr. Barber to describe the petition. Mr. Barber reminded the City Council that a few years ago they amended the zoning ordinance to exempt underground parking from FAR as an incentive to reduce grade level parking. At that time no provision was made for bicycle parking. Part of encouraging the use of bicycles for commuting to work is providing an incentive for developers and employees to build and maintain adequate bicycle storage.
Councillor Murphy then invited public comment.
Tom Meek, 52 Garden Street, member of the Cambridge Bicycle Committee, spoke in support of the ordinance and submitted a letter of support on behalf of the Bicycle Committee (Attachment B).
George Perkins, 11 Yerxa Road, member of the Cambridge Bicycle Committee, also spoke in support of the proposed amendment.
John Burckardt, 1429 Cambridge Street, member of the Bicycle Committee, urged adoption of the proposed amendment. He stated that as an engineer, he knows that the more explicit the City can be in encouraging developers and institutions to provide bike parking, the more accommodations for bicycles will be built, which in turn will encourage more use of bicycles.
Vice Mayor Murphy said that the proposed amendment originated when he encountered a resident who wanted to install a bike shed and found that she could not do so under the existing zoning, but that she could have installed a garage.
Cara Seiderman, Transportation and Environmental Planner, CDD, submitted a letter from Susan Clippinger, Director of the Traffic, Parking and Transportation Department in favor of the proposed amendment (Attachment C).
Councillor Maher moved that the proposed amendment be forwarded to the City Council with a favorable recommendation. The motion passed with out objection.
