UNFINISHED BUSINESS
3. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of and the authorization to borrow an additional $31,500,000 to the Public Investment Fund Library Extraordinary Expenditures account to provide funds for additional costs related to the construction of a new library as well as the amending of the original order approved by the City Council on January 22, 2001 since the amount included in the original order relating to the acquisition of open space is being used to enhance existing open space resulting in a net gain in usable open space on the site and allow the full amount of the order to be used for construction and other related purposes. The question comes on adoption on or after February 9, 2004.

17. That the City Manager provide an update on the proposed reconfiguration of Lafayette Square.   Councillor Reeves

18. The City Manager is requested to provide an update on the proposed Porter Square improvements including the current status of the median issues.   Councillor Reeves

19. The City Manager is requested to confer with the Executive Director of the Cambridge Housing Authority to report on the conditions and plans for improvements of the dilapidated housing units in Jefferson Park.   Councillor Galluccio

20. The City Manager is requested to convey the City Council's concerns to the Cambridge Police Commissioner on recent break-ins in the Xerxa Road area and report back to the City Council on crime increases in this area and the Police Department responses to these incidents.   Councillor Galluccio

21. Support for the Stop and Shop workers and United Food and Commercial Workers Union as they struggle for their fair wages and health benefits.   Councillor Galluccio

22. Opposition to the takeover of the Walt Disney Company by Comcast Corporation.   Councillor Galluccio

23. The Public Facilities, Art and Celebration Committee is requested to engage in the activities of creating community.   Councillor Simmons

24. The City Manager is requested to pursue conversations with the Archdiocese of Boston to purchase the Blessed Sacrament if the Archdiocese chooses to sell it and a report on deciding whether to pursue the purchase.   Vice Mayor Decker

25. The City Manager is requested to confer with the Police Commissioner and the Director of Traffic, Parking and Transportation to investigate high speed traffic on Harvey and Clifton Street and a neighborhood meeting to obtain residents' input.   Councillor Galluccio

26. The City Manager is requested to confer with the Environmental and Economic Development division of Community Development about inviting Green Roofs for Healthy Cities to host its 2005 or 2006 conference on sustainable communities in Cambridge and report back on this matter.   Mayor Sullivan

Support for the Local 369 Utilities Workers Union of America and their efforts to fairly negotiate with the Kendall Plant, owned by the Mirant Company, and in opposition to the Mirant Company's attempt to reduce its workers medical coverage and replace it with an inferior medical plan.   Vice Mayor Decker and Mayor Sullivan

28. The City Manager is requested to report on his reasons for eliminating all golf leagues at the Tip O'Neil Golf Course.   Vice Mayor Decker

The City Manager is requested to prepare a presentation which reviews the history of the Cambridge Cemetery, its status and a plan for how to provide municipal cemetery services for the 21st century and that the Mayor schedule a roundtable discussion when the report is completed.   Councillor Reeves

WHEREAS: Cable TV in Cambridge is provided by Comcast Corporation, the nation's largest cable provider; and
WHEREAS: Comcast cable TV rates continue to skyrocket as Comcast cements its monopoly position in Cambridge (sole cable TV provider), Massachusetts (provider for two-thirds of cities and towns) and the nation (largest cable provider); and
WHEREAS: Comcast has now made a surprise $54.1 billion bid to take over Walt Disney Company; and
WHEREAS: Even though Comcast already controls several key sources of programming and would control more as a result of this takeover, which should result in savings in an area that drives rate increases, Comcast has given no indication that it would pass along programming savings to its customers instead of the shareholders; now therefore be it
RESOLVED: That the City Council go on record opposing a takeover of the Walt Disney Company by Comcast Corporation; and be it further
RESOLVED: That the City Clerk be and hereby is requested to forward a suitably engrossed copy of this resolution to the Cambridge delegation to the Massachusetts State Legislature, the Massachusetts delegation to the United States Congress and the Federal Communications Commission.

ORDERED: That the City Council go on record in support of the Local 369 Utilities Workers Union of America's efforts to fairly negotiate with the Kendall Plant, owned and operated by the Mirant Company and once owned by Cambridge Electric, in opposition of the Mirant Company’s attempt to reduce its workers medical coverage and replace it with an inferior medical plan. With over 400,000 Massachusetts workers who work full-time without medical insurance, we cannot afford to allow the Mirant Company to reduce its medical coverage for its workers.

WHEREAS: Protecting the environment from climate disruption for generations to come is of the utmost importance to the future of our country and the world; and
WHEREAS: The supply of current energy sources, fossil fuels such as gas and oil, is declining rapidly; and
WHEREAS: The City of Cambridge has adopted a Climate Protection Plan pledging to reduce greenhouse gasses by twenty percent from 1990 levels by the year 2010, in part by becoming as energy efficient as possible; and
WHEREAS: The City of Cambridge has adopted a Climate Protection Plan pledging to reduce greenhouse gases by 20% from 1990 levels by the year 2010 in part by becoming as energy efficient as possible.
WHEREAS: The City of Cambridge is dedicating its first energy efficient green building on February 26, 2004 at 344 Broadway (formerly 57 Inman Street), a major step in demonstrating that commercial energy use can be made much more efficient through creative measures that work for the environment and also enhance the workplace for its occupants; and
WHEREAS: The building’s many energy efficient features include an innovative ground source heat pump system in three 1500 foot wells so that all heating and cooling is provided without using a furnace or boiler, "intelligent" lighting that automatically adjusts artificial light output to daylight levels and shuts down when rooms are unoccupied and solar power provision of about 10% of the building’s electricity; and
WHEREAS: This building joins other green buildings recently built in the city such as the Genzyme headquarters which is expected to be rated gold or platinum on the LEED ratings of the US Green Building Council, the Stata center now under construction at MIT, for which a high rating is also expected. And this building, like the Cambridge Savings Bank, which became Energy Star rated, will shine with energy efficient light; now therefore be it
RESOLVED: That the City Council go on record expressing its congratulations and appreciation to City Manager Robert W. Healy, Deputy City Manager Richard Rossi and Commissioner of Public Works Lisa Peterson and their staff, along with the City’s partners in this project, HKT Architects, Consigli Construction, Mass Technology Collaborative and the Cambridge Arts Council’s Public Art Program, on the development and construction of this beautifully rehabilitated green building; and be it further
RESOLVED: That in honor of this new building the City Manager be and hereby is requested, on behalf of the City of Cambridge, to formally ask our university partners to pledge to build all their new buildings as green buildings; and be it further
RESOLVED: That the City Manager use the resources of all relevant departments to provide information and to encourage all those constructing or reconstructing institutional, commercial or residential buildings in Cambridge to utilize environmentally friendly and energy efficient building options, in particular using the city's departmental network to disseminate information about green building practices; and be it further
RESOLVED: That the City Manager be and hereby is requested to invite other builders of green buildings in Cambridge to the opening of 57 Inman St/ 344 Broadway, and further, that the City Council recognize and honor said builders and request the City Clerk to transmit to them a copy of this resolution; and be it further
RESOLVED: That the City of Cambridge hereby celebrates being a leader in green building by setting a goal that all new buildings and buildings that face major reconstruction in Cambridge be made green buildings and be built to the highest energy efficient and green building standards possible; and be it further
RESOLVED: That the City Council hereby does declare February 26, 2004 as Green Building Day in Cambridge.
