5. Transmitting communication from Robert W. Healy, City Manager, relative to the appropriation of $26,430 in additional municipal access fees to the General Fund Cable Television Other Ordinary Maintenance account to provide additional payments to Cambridge Community Television (CCTV).

WHEREAS: The safety and well-being of Cambridge residents is of paramount concern of the City Council; and
WHEREAS: The prompt dissemination of accurate information to the residents of the affected neighborhood in the aftermath of a violent crime or disaster such as fire or flood will go along way towards allaying the community concerns. It can foster more vigilance in the case of a violent crime, or serve to mobilize the community to offer assistance in the case of a fire or flood; and
WHEREAS: Chapter 7 (pg 36) of Missed Opportunities and Shared Responsibilities: Final Report of the Cambridge Review Committee emphasizes the need for "swift communication between city leaders and the public"; and
WHEREAS: In the recent past, a woeful lack of information has characterized the aftermath of recent crimes and disasters in some Cambridge neighborhoods; and
WHEREAS: The lack of accurate and timely information about a crime or disaster impedes the City Council's ability to receive and to disseminate accurate information to its constituents, which is an important obligation of the City Council; and
WHEREAS: The lack of accurate and timely information often leads to misinformation, which in turn, promotes panic and confusion; now therefore be it
ORDERED: That the City Manager be and hereby is requested to designate an individual in his office or in the Cambridge Police Department for the specific purpose of providing information to the City Council and the community-at-large about incidents, be they of crimes, fires, or floods that occur in Cambridge on a timely basis; and be it further
ORDERED: That this assignment or appointment be made as soon as possible.

WHEREAS: In January, Ugandan Gay Rights activist David Kato was bludgeoned to death in his home in Kampala; and
WHEREAS: The death of David Kato is not only a blow to the persecuted GLBT community in Uganda and to its campaign for equal rights and justice, it is a blow to all who believe in these ideals; and
WHEREAS: People of conscience across the globe cannot and will not sit idly by while gays and lesbians are subjected to grave injustice around the world for, as Dr. M.L. King wrote in his Letter from a Birmingham Jail, "injustice anywhere is a threat to justice everywhere"; and
WHEREAS: A number of local organizations including Boston Pride, Queer Women of Color and Friends, and Join the Impact MA, held a candlelight vigil to remember and honor David Kato on Feb 10, 2011 in Copley Square; and
WHEREAS: Recent feature articles in publications such as the New Yorker, and the Atlantic Monthly have chronicled the involvement of some US-based Evangelicals and conservatives in the United States Congress in the passage of Uganda's anti-gay law, which calls for lengthy prison sentences and even the death penalty for Ugandans suspected of being gay; and
WHEREAS: This meddling in the internal affairs of African states like Uganda on a host of issues, ranging from civil rights to economic and social policy, is emblematic of an arrogant and now discredited approach, which considers African and other so-called Third World states to be mere vehicles to be used in the realization of goals and interests that are often antithetical to their own priorities; now therefore be it
RESOLVED: That the City Council go on record condemning the murder of David Kato and calling on the government of Uganda to conduct a thorough investigation of his death and bring those guilty to justice; and be it further
RESOLVED: That the City Clerk be and hereby is requested to send a suitably engrossed copy of this resolution to the organizers of the vigil in honor of David Kato by a grateful and appreciative City Council.

WHEREAS: Changes have recently been made to the Open Meeting Law and the City Council has been presented with a document outlining those changes; and
WHEREAS: Adherence to the Open Meeting Law will promote transparency and encourage the participation of Cambridge residents in the decision-making process of their government; now therefore be it

WHEREAS: Cars that have been left for long periods of time on city streets with no obvious attempt at being shoveled out make it more difficult for plows to get through the city as well as making it more difficult for others trying to negotiate parking; now therefore be it

ORDERED: That the City Manager be and hereby is requested, in the event of a policy being put forth such as a timeline for shoveling out cars, to also determine in said policy who would be exempt and what the procedure would be for those people to notify the city of their exemption.

WHEREAS: The Department of Public Works has done a wonderful job clearing snow off the roads but increasingly there is no place to dump it; and
WHEREAS: Residents have complained that sidewalks and curbs have become overwhelmed with snow, making it difficult to honor their obligation to keep their sidewalks cleared and to enter and exit their driveways; and
WHEREAS: Many residents are worried that the high snow is making it more difficult to view oncoming traffic, putting the safety of drivers at risk; now therefore be it
ORDERED: That the City Manager be and hereby is requested to confer with the Department of Public Works to investigate the following questions and report back to the City Council:
1. Could we designate a spot near each intersection as a place for resident to move snow so that the city would commit to picking up from?
2. Many cities in the United States are looking into snow melting machines; Is this a viable option for Cambridge?
3. Are there additional untapped options (parking lots, public spaces, parks) for the city to dump snow? Due to the large snow fall this year, will we be expanding dumping options in preparation for next winter?
