Olinda Marshall
Ms. Marshall has been a Commission member since May of 2016. She attends meetings regularly at which she participates actively, has assisted with review of determinations on complaints of discrimination drafted by the Attorney Investigator and has assisted in mediating matters when probable cause is found. Ms. Marshall, a Cambridge native and CRLS graduate, is an African-American attorney with experience working in employment law and on discrimination matters, before the MCAD, EEOC and other state and federal agencies. Olinda's experience and perspective enhance the work of the Human Rights Commission for which she is a valued member of.

Ms. Lyster is long-time resident of the Riverside neighborhood. She is a realtor and salesperson with a brokerage office in Cambridge. Ms. Lyster has renovated her historic home. She supports affordable housing goals and understands the economics of development in the City. Her previous board experience includes a parent committee at the Amigos School and education committees at her synagogue.

Caroline Shannon
Ms. Shannon is a graduate of the Harvard University Graduate School of Design and moved to Cambridge in 2009. She is an Associate Architect at Howeler + Yoon Architecture in Boston. She has combined experience in design and construction and is currently working on a range of projects from a public memorial to enslaved laborers at University of Virginia, a residential renovation in the Back Bay historic district, and an international design project in China. She would bring great energy and practical experience to the Commission.

4. Transmitting Communication from Louis A. DePasquale, City Manager, relative to the appropriation of the 2019 Emergency Management Performance Grant (EMPG) from the Federal Emergency Management Agency (FEMA) in the amount of $39,600 to the Grant Fund Fire Extraordinary Expenditures Account ($37,089), and the Grant Fund Fire Travel and Training Account ($2,511) which will fund the purchase of 6 laryngoscopes with a camera attached to a viewable screen to better assess the patient, and also fund the training cost and uniforms for 12 members who will be added to the existing 28 member Cambridge Fire Department Emergency Medical Services Bicycle Team.

WHEREAS: The City Council was deeply saddened to learn of the passing of Carol Montgomery McGovern Cerf on December 23, 2019; and

WHEREAS: Carol Montgomery McGovern Cerf was born on February 18, 1928, in Chicago, IL, to William Montgomery McGovern and Margaret Montgomery McGovern, and during her youth she and her loving family bounced between Evanston, IL, Augusta, GA, Cambridge, MA, and in Washington, D.C.; and

WHEREAS: In 1948, Carol Montgomery McGovern Cerf graduated Summa Cum Laude in Political Science from Bryn Mawr College, an institution she would have a. deep love for throughout her life; and

WHEREAS: The following year, Carol Montgomery McGovern Cerf moved to Germany, where she worked for the CIA and met her CIA colleague Jay Henry Cerf, whom she would many in 1951 and happily raise a family with until his death in 1974; and

WHEREAS: In 1969, the Cerf family moved to Cambridge, where Carol worked as a health policy consultant and then as an administrator at the Harvard Kennedy School of Government; and

WHEREAS: Into her eighties, Carol Montgomery McGovern Cerf was an active volunteer, board member, and supporter of myriad causes and political candidates, she continued to walk and bike everywhere she went, and she kept her mind sharp by regularly auditing classes at the Kennedy School and attending various lectures and policy forums at Harvard; and

WHEREAS: In addition to being a wonderful wife, mother, and grandmother, Carol Montgomery McGovern Cerf was also deeply dedicated to serving the Cambridge community, where she lived for nearly 50 years, volunteering at the Bryn Mawr bookstore, tutoring children at the Fletcher-Maynard school, and serving on the boards or committees of the Cambridge City Hospital, Cambridge Camping Association, and Cambridge Homes; and

WHEREAS: Carol Montgomery McGovern Cerf shall be deeply missed by her three sons, Randy, Chris, and Monty, by their wives, Kerstin, Ann, and Julie, by her nine grandchildren, by her sister, Janet Calhoun; and the many people who were touched by her love and by her commitment to service; now therefore be it

RESOLVED: That the City Council formally go on record in extending its deepest condolences to the family of Carol Montgomery McGovern Cerf for their tremendous loss; and be it further

WHEREAS: The City Council was deeply saddened to learn of the death of Susan Noonan-Forster on January 1, 2020 at the age of 79; and

WHEREAS: Susan was the dear sister of Francis and the late James, Mary, Thomas and Sheila and remained good friends with her former husband, William; and

WHEREAS: Susan taught at Thorndike Street and Kennedy Schools in East Cambridge and was an active member of the CTA (now the CEA) serving as a local officer and ultimately as President; and

WHEREAS: Susan was also very active with the Massachusetts Teacher Association (MTA) and the National Education Association where she went on to work as a field representative for the Michigan Education Association before returning to Massachusetts to serve as a field representative for the MTA; and

WHEREAS: Susan was a champion for children, a fierce negotiator for teachers and a passionate political activist; and

WHEREAS: Susan will long be remembered for her brilliance, her extremely generous nature and for the lasting positive effect she had on the Cambridge community; now therefore be it

RESOLVED: That the City Council go on record expressing its deepest sympathy for the family of Susan Noonan-Forster at this time of such personal loss; and be it further

WHEREAS: The City Council was deeply saddened to learn of the passing of Thomas F Courtney, father of Deputy City Clerk Paula Crane, on Dec. 26, 2019; and

WHEREAS: Thomas F. Courtney was born in Cambridge and was the son of the late John and Catherine (O'Sullivan) Courtney; and

WHEREAS: Thomas F. Courtney was a retired Human Resources Manager with TRW /American Engineered Companies for more than 44 years; and

WHEREAS: In his younger years, Thomas F. Courtney enjoyed flag football, golfing, bowling, and playing softball as a pitcher, which he continued playing until the age of 63 — most notably with the Paddy's and Marsh Post teams — and he spent many memorable weekends at Hanscom Air Force base with his teammates, family and friends; and

WHEREAS: Thomas F. Courtney also enjoyed his time at Paddy's, where he met many of his good friends, who lovingly nicknamed him Black Cloud, and those who were fortunate enough to know him and spend time with him simply knew him to be a truly good man; and

WHEREAS: Thomas F. Courtney was, for 61 years, the beloved husband of Beverly A. (O'Connor), he was the loving father of Sandy Russell and her husband Lenny of Hull, Dennis Courtney and his wife Eileen of Woburn, Valerie Kervick and her husband David of Cambridge, and Paula Crane and her husband Bob of Burlington, and the devoted "Papa" of Courtney and her husband John, Caitlyn, Meghan, Kara, Kim, Catherine and her fiancé Rob, Tommy, Joey, Elizabeth, Erica, Bobby, and Fallon; and

WHEREAS: Thomas F. Courtney was predeceased by his brother, John Courtney, Sr., he was the dear brother of Gerald Courtney and his wife Chickie of Melrose, Mary Collins and her late husband Dan of Arlington, Paul Courtney and his wife Sandra of Belmont, Brother Kevin Courtney, FMSI of Framingham, his sister-in-law Jean Courtney and many nieces, nephews, relatives, and close friends; and

To the Honorable, the City Council:

The School Committee held its first Regular Meeting of the new year last Tuesday, January 7, 2020. The meeting focused on the upcoming FY2021 Budget Development Process and included a presentation given by Claire Spinner, Chief Financial Officer for Cambridge Public Schools ("FY2021 Budget Development: Process and Key Dates;" attached here). The schools' annual budget development process is currently entering its development stage (Phase 2), concluding with the presentation of Superintendent Salim's proposed budget to the School Committee. After the School Committee has reviewed, adjusted, and voted to adopt its final FY21 Budget (Phase 3), it will be forwarded to the City Council for its adoption through a formal hearing.

Given the issues and concerns brought forth by the City Council at last year's FY2020 School Budget adoption hearings, it is imperative that the Council be aware of the various meetings related to the School Budget Process so that Council members may stay up-to-date and informed on the process, and any issues that arise may be communicated prior to the time of the Council's adoption proceedings. A list of key dates associated with the Schools' Annual Budgeting Process, such as Community Meetings and Budget Retreats, may be found on page 13 of the attached presentation.

In preparation for the Joint Roundtable meeting of the School Committee and the City Council on Tuesday, February 11, I encourage my colleagues to attend and observe the School Committee's upcoming Budget Retreat on January 14 at 6:00pm in the Dr. Henrietta Attles Meeting Room at the Cambridge Rindge and Latin School, at which a discussion of the FY2021 Initial Budget and Enrollment Projections is to take place. This meeting will not be televised. No votes will be taken and there will be no public comment.

Additionally, I propose that the City Council's Finance Committee Chair(s) and School Committee's Budget Co-Chairs keep in close contact prior to Phase 3, in order to facilitate as many conversations as possible and share any concerns sooner in the process.

My office will be hiring an Educational Liaison who will support the budget process and assist with keeping the Council updated and informed. Please contact me with any questions or concerns.

WHEREAS: The Arts, tourism, and local small businesses are heavily intertwined, as non-resident arts and culture event attendees spend an average of $42.53 on meals, souvenirs, ground transportation, and other expenses for each arts and culture event they attend in Cambridge, excluding the price of admission; and
WHEREAS: During the FY20 budget hearings, the City Council requested that the Cambridge Office of Tourism, the Cambridge Arts Council, and the Economic Development Division of the Community Development Department meet regularly to coordinate efforts to strengthen the local small business community and the Arts through tourism; and
WHEREAS: Since then, these entities have been meeting regularly, with a representative from the City Manager's Office in attendance; and
WHEREAS: Having an update on the work that has been done at these meetings would grant meaningful insight during the FY21 budget process; now therefore be it

COUNCILLOR ZONDERVAN
WHEREAS: Cambridge's tree canopy has shrunk by nearly 20% over the last decade; and
WHEREAS: Amendments made to the Tree Protection Ordinance (TPO) last year which restrict the removal of "significant trees" on private property will expire on March 11, 2020 if no action is taken; and
WHEREAS: On November 12, 2019, the city and consultants presented a thorough and impressive report to the Health & Environment Committee on a long term approach to reversing the canopy decline, rooted in recommendations from the Urban Forest Master Plan Task Force which met 13 times between June 2018 and April 2019; and
WHEREAS: The report, which contains numerous recommendations on lasting changes that should be made to the TPO, was originally scheduled to be released in June 2019 but was delayed; and
WHEREAS: The report is excellent and deserves careful deliberation and discussion by the city council, and it would be a great disservice to rush this conversation in an attempt to overhaul the ordinance ahead of the March 11, 2020 expiration date; and
WHEREAS: At the same time, it would be a travesty to let the temporary amendments to the TPO expire without any new language, as doing so would almost certainly result in a massive citywide cuffing spree, worsening our canopy decline and erasing any positive impact the temporary amendments might have had; now therefore be it
ORDERED: That section 8.66.055 of the municipal ordinances of the City of Cambridge, entitled "Procedure for Other Significant Tree Removals" be amend by substitution to read as follows:

"For any significant tree removal not subject to 8.66.050, a permit will be required from the City Arborist. In all cases, the City Arborist shall keep a record of the type and size of tree removed, the reason for the removal, photographs of the tree documenting the reason for removal, the date, the contractor(s) involved, and the name and address of the property owner. No such permits will be issued until December 31, 2020, except for emergency circumstances, significant utility infrastructure projects undertaken pursuant to State or Federal regulations or programs, for City park projects, or where a tree poses significant negative impact to an adjacent existing structure, or for dead or dangerous trees, or where a lot is of such density with existing trees that the removal of certain significant trees is considered beneficial to the health of the tree canopy. Any tree removed in violation of this section, prior to December 31, 2020, shall require a payment into the tree replacement fund as per section 8.66.070 according to a schedule as follows: 10% of the replacement value for property owners who qualify for the City of Cambridge residential real property tax exemption, no fee for property owners that receive established forms of financial assistance, and the full replacement cost in all other circumstances. The value to be paid into the tree replacement fund shall be equivalent to the cost of purchasing, planting, watering and maintaining said Replacement Trees for a period of not less than five years."

RESOLVED: That the City Council go on record expressing a clear intent to pass comprehensive amendments to the TPO, based off the recommendations of the task force, well ahead the new proposed deadline of December 2020.
