Public Hearing

8:00pm   PB#175, Major Amendment to PUD Special Permit and Project Review Special Permit by Archstone North Point II LLC, for the property located at 1-5, 7-13 and 23 East Street to permit a reduction of the maximum height of the project’s Phase 2 to 70 feet and a reduction of the maximum number of dwelling units in Phase 2 to 300. The Major Amendment to PUD Special Permit and Project Review Special Permit (PB #175) is required pursuant to Section 12.37 and Section 19.25 of the Ordinance. This is the second public hearing of the two required.

8:30pm   PB#179, Major Amendment to PUD Special Permit and Project Review Special Permit by CJUF III NorthPoint, LLC, to amend the existing special permit for the area known as North Point in the North Point District generally located at East Street and NorthPoint Boulevard and also on First Street. The major amendments requested are (1) Parking revisions, including creating a shared parking district for NorthPoint; reducing parking ratios based on actual need; and allowing retail parking at a maximum ratio of 0.5 spaces per 1,000 square feet; (2) Increasing the amount of retail the Applicant may build from a maximum of 150,000 square feet to a maximum of 300,000 square feet. The increased retail square footage would be offset by a corresponding reduction in other commercial square footage; and (3) allowing up to 50,000 square feet of grocery store, as part of the total retail area of up to 300,000 square feet. This is the second public hearing of the two required for the PUD.

A new special permit is requested to reduce the required parking pursuant to Section 6.35.1. No changes are proposed to the total permitted gross floor area; or to the gross floor allocation of uses between residential and non-residential uses for the entire project or within the phases of development.

6:00-8:30pm   Interim results of the Cambridge Climate Change Vulnerability Assessment (Auditorium, Tang Center, MIT Building E51, corner of Wadsworth St. and Amherst St.) - postponed

The interim results of the Cambridge Climate Change Vulnerability Assessment will be presented and discussed at this public meeting. The meeting will focus on the physical and social vulnerabilities identified by the assessment based on scenarios for inland flooding and increasing temperatures. Preliminary coastal storm surge modeling results for 2030 will also be presented. Coastal storm surge modeling with sea level rise for 2070 is in progress. The vulnerability assessment for storm surge risks will be completed in the spring.

The City would like to hear responses to the interim results and draft findings to inform the vulnerability assessment report, which will provide a basis for the forthcoming Climate Change Preparedness & Resilience Plan, and discuss the community's thoughts about the direction of the plan. The interim results of the Cambridge Climate Change Vulnerability Assessment will be presented and discussed at this public meeting. The meeting will focus on the physical and social vulnerabilities identified by the assessment based on scenarios for inland flooding and increasing temperatures. Preliminary coastal storm surge modeling results for 2030 will also be presented. Coastal storm surge modeling with sea level rise for 2070 is in progress. The vulnerability assessment for storm surge risks will be completed in the spring.

The City would like to hear responses to the interim results and draft findings to inform the vulnerability assessment report, which will provide a basis for the forthcoming Climate Change Preparedness & Resilience Plan, and discuss the community's thoughts about the direction of the plan. 7:00pm   Continued- Normandy Realty Estate Partners and Twining Properties Petition to amend the Zoning Ordinance of the City of Cambridge by creating the Mass and Main Residential Mixed Income Subdistrict in the Central Square area of Massachusetts Avenue, Columbia and Douglas Streets and Bishop Allen Drive (not including the City parking lots). Some of the proposed changes would include a proposed new Mass Ave Height Zone, which would allow building height to be up to 195 feet for a Residential Mixed Income Incentive Project where the current height limit (by special permit) is 80 feet, while reducing the height limit to 70 feet along Columbia and Douglass Streets. The allowable Floor Area Ratio (FAR) for such a project could be increased to 6.5 subject to increased Inclusionary Housing Requirements including units for middle income households as well as a minimum requirement for three bedroom units. New requirements applying to ground floor retail uses are also included. MIT's Kendall Square Initiative

To the members of the MIT community,

We write to tell you about exciting developments in MIT's Kendall Square and east campus design process, the planning study for west campus, and key steps we are taking regarding housing for our graduate and undergraduate students.

In pursuing these opportunities, we have benefited tremendously from five years of substantive input and analysis from the Cambridge and MIT communities. This has included an extensive public process, the Task Force on Community Engagement in 2030 Planning report, the Graduate Student Housing Working Group report, the East Campus/Kendall Gateway Urban Design Study with guidance of the East Campus Steering Committee, and key leadership from the School of Architecture and Planning. We will continue this path of engagement, ensuring significant faculty and student involvement in the working groups discussed below. We are also creating opportunities for the community to offer input to the process in the coming months.

Next steps in the design process for Kendall/east campus

In our September 23 communication, we described the process for selecting the Kendall/east campus architectural firms and announced the teams designated to design the individual buildings in the development area. Recognizing the value provided in the past, we have re-launched the East Campus Steering Committee and are continuing to rely on the expertise of School of Architecture and Planning faculty, as well as the vital input of student representatives. The newly-formed faculty Committee on Campus Planning has been briefed on the overall vision for the MIT campus, as well as the plans for Kendall/east campus, and we are committed to collaborating closely with the Committee to ensure that our shared visions for the campus are being realized.

The planning team has been focused on increasing the vitality of the Kendall/east campus area, by incorporating the diverse uses that have been recommended by all sectors of the MIT and Cambridge communities — hoousing, connected open spaces, retail, innovation space, childcare, and commercial space. The plan also identifies a prominent location for the MIT Museum and assures the incorporation of elements that reflect the essence of MIT in the gateway area.

The site plan below shows the proposed uses for the various parcels. Details regarding precise configurations, square footage, height, and number of housing units are still being examined as the design process proceeds, and will be shared at a community meeting when available. The plan will reflect the approved zoning for the district, and we believe this plan will serve to propel the area towards the objective of creating a vibrant mixed-used center with a captivating gateway to the MIT campus while preserving capacity for future academic uses.

Kendall East

Thanks to the engagement of the Cambridge and MIT communities and the recommendations from the Graduate Student Housing Working Group, we now have an enhanced understanding and a robust plan for housing. Graduate student housing is designated at site O, and we are committed to completing new housing prior to replacing Eastgate Apartments. Site O has the capacity to replace all of the housing in Eastgate (201 units), and provide approximately 270 additional units of graduate housing. Residential housing is planned for Site L on the north side of Main Street, with a mix of affordable, innovation and market rate units. We believe that the presence of new housing together with significantly expanded retail spaces and improved public space will play an integral role in enhancing the liveliness of the area, and opportunities for additional graduate student housing are also being explored in the west campus area.

We look forward to sharing proposed building designs for Kendall/east campus at initial community meetings on May 6th. Once we have had the opportunity to collect broad feedback, we will submit design schemes to the Cambridge Planning Board for its public hearing and review process.

Unlocking the west campus potential

Over the past few months we have initiated a formal planning process for the west and northwest areas of campus. The intent of the current study is to create a long–range development framework to accommodate futuure academic and residential uses on the MIT campus west of Massachusetts Avenue to complement east campus design efforts and the ongoing renewal of the main campus. We have also formed the West Campus Steering Committee to provide input as the west campus study team works to identify sites to accommodate potential new building initiatives, including undergraduate and graduate housing. Student representation on the Steering Committee is key to the west campus study.

Similar to the east campus plan, there is great interest in enhancing the west campus area in order to bring more vibrancy to MIT's main entrance. A temporary open space landscape will be created on the site of Bexley Hall, and a series of open spaces and walkways are being envisioned as part of the overall west campus design framework. We are working to understand development capacity and the urban design opportunities this capacity holds for the future of west campus.

A critical part of MIT's campus renewal program is the renovation of some of our undergraduate residence halls. We are working on strategies to sequence the renewal of the residences, and are considering opportunities to add to our housing capacity to enable renovation of the residence halls. In the context of the west campus planning study, we are evaluating the possibility of developing the Metropolitan Storage Warehouse as an exciting site for a mixed-use development. It could possibly include undergraduate residences, maker space on the first floor, collaborative spaces on the top level, and retail along Massachusetts Avenue and Vassar Street. The Metropolitan Warehouse Advisory Group, being led by the Offices of the Associate Provost for Space Planning and Campus Planning, also includes students and a wide cross-section of the MIT community.

We are also studying additional sites to accommodate new housing for graduate students and opportunities to renovate the graduate residences in west campus. We have accepted the recommendation of the Graduate Student Housing Working Group, which identified the need to provide housing to accommodate an additional 500-600 graduate students beyond what is currently available, and will work toward achieving this target over time with developments in both the east and west campus areas.

These two processes in the Kendall/east campus area and now in the west campus area have been shaped in great measure by the steady commitment and energetic involvement of many members of the MIT and Cambridge communities. Over these past few years, we have learned a great deal about what is important to various sectors of our community, and believe that the Kendall/east campus plan now holistically reflects our shared values. This learning process has led us to approach the west campus planning effort in a very similar fashion. As is our practice, there will be many opportunities for information sharing and the solicitation of input as we proceed.

The City of Cambridge accumulated over 110 inches of snow this winter that undoubtedly impacted residents and businesses. In fact, there were 34 unique snow events that impacted public safety. Many City departments worked around the clock to create safe conditions for pedestrians, motorists and cyclists. The unwavering commitment that our residents and business owners displayed by assisting with snow removal efforts to keep Cambridge a walking city year round was astonishing. Without the citywide collaboration among residents, businesses, and city departments, public safety would have been seriously compromised.

We hope you will come share your thoughts and insights with the City department heads (City Manager’s Office, DPW, Traffic & Parking) that will be in attendance to listen
and absorb the public’s feedback. The information that we receive from the community is immeasurable and provides the City an opportunity to strengthen its operations.

The City is embarking on a citywide comprehensive planning process to create a shared vision for the city and its future. Through this inclusive, wide-reaching process, the City aims to develop policy and design goals and actionable recommendations to guide future change. Three consultant teams that responded to the Request for Qualifications have been selected to interview for the project. The teams are led by Perkins + Will, Sasaki, and Utile. As part of the interview process, each of the teams will give a public presentation on Monday, July 27, from 5:30pm to 9:30pm in the Sullivan Chamber at Cambridge City Hall, 795 Mass. Ave.

Community members will have an opportunity to learn about each project team and their overall approach, as well as ask questions. The teams' proposals are available for viewing on the citywide planning project page. Light refreshments will be available prior to the start of the session and at the first break. We are planning on streaming the presentations on 22-CityView or the City Webcast beginning at 5:30pm on Monday, July 27.

The proposed zoning amendments include, among other changes, increasing the maximum aggregate gross floor area (GFA) from the current 3,333,000 square feet to 4,273,000 square feet, the maximum retail limit of 150,000 square feet would be deleted and small scale retail would be exempt from the GFA cap, a new category called Innovation Space would be created and 5% of new office/R&D GFA would be required to be this Innovation Space. Also to be amended is the existing height limit of 250 feet, a new height of 200 feet would be allowed in the MXD area north of Broadway, and residential buildings that satisfy certain middle-income requirements may be allowed to reach a height of 350 feet.

5:30-8:30pm   Town Hall Community Forum to meet the finalists for Cambridge Schools Superintendent  (Fitzgerald Auditorium, CRLS)

The three finalists are:

Dr. Sergio M. Paez is a consultant to the Holyoke Public Schools, where he formerly led the district as Superintendent, appointed in 2013. Dr. Paez was previously Assistant Superintendent and English Language Learners Director for the Worcester Public Schools, and Language Acquisitions Director for the Leominster Public Schools. He also served as an Assistant Principal in Fitchburg where he began his educational career as an elementary bilingual teacher. Dr. Paez holds a Bachelor’s degree in Sociology from Fitchburg State College, Master’s degree in School Administration from Harvard University, and Doctorate degree in Education from Boston College. Recent honors include the 2014 and 2015 Holyoke Early Literacy Initiative Award, 2014 Pacesetters Award, and 2015 Gateway Cities Innovation Award in Education.

Dr. Kenneth N. Salim is Superintendent of the Weymouth Public Schools, having held that position since 2012. Dr. Salim was previously employed by the Boston Public Schools as Senior Director of the Chief Academic Office, Interim Assistant Superintendent for Professional Development, Director of New Teacher Support and Teacher Development, Science Department Supervisor, and Technology Support Teacher Leader. He also served as Special Assistant for Policy and Planning for the San Francisco Unified School District. Dr. Salim holds a Bachelor’s degree in Biology from Brown University and a Master’s degree in Education Policy and Management and Doctoral degree in the Urban Superintendents Program from the Harvard Graduate School of Education. Recent honors include membership in the Bill and Melinda Gates Foundation Professional Development Brain Trust, the 2014 Governor’s STEM Advisory Council, and the 2013 American Public University System Prize for Innovation in Online Education.

Dr. Stacy L. Scott is Superintendent of the Framingham Public Schools, having joined that district in 2012 following his previous appointment of Superintendent of the Dracut Public Schools. Dr. Scott was formerly Associate Superintendent for the Office of Shared Accountability at the Montgomery County Public Schools in Maryland, Founder and President of the Center for Understanding Equity in Boston and Co-Founder, and Principal of ExecResults Consulting in Westford, MA. He also served as Director of Diversity at the Park School, taught Math and Spanish at the Noble and Greenough School, and has practiced as a Clinical Psychologist. Dr. Scott holds a Bachelor’s degree in International Government from Harvard-Radcliffe, and Master’s and Doctorate degrees in Counseling and Consulting Psychology from the Harvard Graduate School of Education. Dr. Scott’s recent presentations include Making Equity Work, Five Steps in Changing School Culture, and Accountability in Action.

The Central Square Advisory Committee will hold a meeting to present the Cambridge Housing Authority’s proposed revitalization to the Frank J. Manning Apartments located at 237 Franklin Street. The Manning Apartments is a 100-unit high-rise building for elderly and disabled residents located on Franklin Street. The building was initially occupied in 1976. 7:00pm   City of Cambridge proposal to dispose of approximately 1,042 square feet of City owned land know as Coolidge Place, which is an eight foot wide public way that connects Massachusetts Avenue to the city-owned Municipal Parking Lot #6 on Bishop Allen Drive The public hearing is being held pursuant to the requirements of Section 2.110 of the Cambridge Municipal Code, regarding Disposition of City Property. The City would sell the land with the condition that it would be combined with other land to enable the construction of a residential building with ground floor retail. The residential units would include seventeen percent affordable units and three percent middle income units for a combined twenty percent permanently and privately subsidized housing units. The development would be consistent with the 2015 rezoning and subject to a special permit from the Planning Board. The developer would also be responsible for the construction of two pedestrian connections between Mass. Ave. and Parking Lot #6 and drain and sewer connections between Mass. Ave. and Parking Lot #6 to support the City’s installation of stormwater management tanks in the Parking Lot.

The meeting is being scheduled because the City has completed for now the modeling of storm surge risks associated with sea level rise. At this meeting there will be a recap of the vulnerability assessment, a presention of the results of the storm surge modeling, how with a limited number of assets we are completing the vulnerability assessment with the storm surge results, and discussion of next steps. The written report covering the storm surge results is expected in January. Related to this, MassDOT has released the Central Artery study of storm surge risks. This report covers the Central Artery area as well as the lower Charles River. The Mystic River/Alewife Brook results are not in the MassDOT report since it was outside the focus of that project. The City will show the Mystic/Alewife results at the December 3rd meeting. It’s the one titled MassDOT-FHWA Pilot Project Report. The City is also working on getting the scope in place for the preparedness and resilience plan and will be launching this process soon. The City is also launching the Citywide Plan process and both plans will be developed in parallel, with the preparedness plan feeding into the Citywide Plan.
